Journeyman Workforce Analyst (15.18) OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology. Responsibilities and Duties OCT currently has an opening for Journeyman Workforce Analyst to work with our federal client, the U.S. Customs and Border Protection (CBP) Acquisition Governance & Oversight (AGO) and Acquisition Support Directorate (ASD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager. This position is contingent upon contract award. Day to day responsibilities will include: Support CBP Acquisition Workforce (AWF) career training and development needs for DHS acquisition certification disciplines. Support training system of record end-user course registration needs, including guidance and user Help Desk response for which courses to take (for all above certification paths & levels). Assistance with training system of record end user and course registration enrollment, attendance & course completion questions. Serve as liaison to DHS Registrar's Office for CBP employee training system of record course registration issues/complaints/recommendations. Support CBP's implementation of the DHS AWF professional certification career development needs, including guidance and user Help Desk support for documenting experience, education (if applicable), and certification policy requirement attainment (for all above certification paths & levels). Assistance with resume tailoring and documenting experience within DHS allowed timeframes to demonstrate skills and competencies meet DHS certification policy requirements; and support CBP "Component Certification Manager" (CCM) and "Acquisition Career Manager" (ACM) roles. Assist in development, implementation, management, and monitoring of OA Acquisition Workforce (AWF) statistics, including reporting and metrics from training system of record and CBP sources. Assist CACM/CCM/ACM personnel in identifying, responding to, and monitoring funded and unfunded requirements regarding CBP's non-contracting AWF management, Congressional testimony, GAO, IG, or CBP internal control or audit, and/or DHS inquiries regarding HPPG-8 or other AWF-related program staffing or performance measurements. Assist with responses to DHS, Program Accountability and Risk Management (PARM), AWF or other offices regarding CBP AWF training needs, data calls, and assessments. Support Continuous Learning (CL) outcomes for CBP non-contracting Acquisition Workforce (AWF) career training by weekly management of internally or partner-developed Acquisition Workshops, including workshop topic arrangements, schedule management, advertising workshops within CBP, deck/content development support and peer review/vetting (prior to presentation). Support the DHS/CBP Acquisition Career Program (such as APCP-X) program management within CBP, including: logistical arrangements for event; arrange meetings and escort of Cohort members and guests as needed; coordination and scheduling of monthly cohort events with Component Advisor; facilitation of CBP office rotation bidding, cohort preferences, and placement decisions; facilitation of permanent hiring process, including creation of materials and instruction for interview panels members, cohort members, and executive review boards; management and tracking of cohorts assigned to CBP during rotations; assistance with CBP Component review and approvals of quarterly evaluation forms including Rotation Plans, Individual Development Plan & Quarterly Performance Evaluations; assistance with cohort- member specific needs/issues; and production of monthly Dashboard metrics & reporting inputs for division performance measures. Assist in development, implementation, management, and improvement of forms associated with ASD workforce support programs (i.e., APCP-X, CL workshop, or other administrative/technical support as assigned by Director). Requirements:
Requirements: Must be a US Citizen. Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check. Experience Supporting or coordinating CL speaker/presenter facilitation, hosting, and introduction; workshop participant registration and materials preparation; attendance taking & student tracker/metrics reporting; facilitation of in-person and remote attendance (via TEAMS and phone conference); distribution & collection of participant feedback surveys (in person & electronically); creation & distribution of participation attendance certificates for CL point award; and production of monthly Dashboard metrics & reporting inputs for executive performance measures. Bachelor's Degree At least 3 years of experience providing expertise in the responsibilities listed above. Ability to interface with senior levels of management. Ability to recommend improvements to current and future team operations and processes. Ability to research, gather, and synthesize data. Ability to present conclusions and recommendations to management. Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports. Ability to plan / organize work. Have excellent oral and written communication skills. Ability to assist in maintaining the Microsoft SharePoint site. Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work). Benefits:
