Job description

Under general direction and federal oversight assists the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Stockpile Management (NA-12), Business Process Team (BPT). The BPT is responsible for developing, tracking, and reporting the organization's performance metrics in a timely manner to ensure the organization is meeting its strategic goals. The BPT also uses data analytics and technology systems to evaluate and assist with NNSA project delivery, operation, policy development, and management to help the organization and individual teams achieve their performance goals. The Mid-Senior Management Performance/Information Analyst (MPIA) primarily serves as analyst and advisor to the Business Process Team Lead for the evaluation and effectiveness of Defense Programs operations, processes, policy and procedures. The Mid-Senior Management Performance/Information Analyst assists the Business Process Team Lead with Corporate/Contractor Performance and Evaluation Process initiatives. The MPIA assists the Business Process (BP) Team Lead in directing, managing interfaces, and coordinating day-to-day performance, programmatic, and process activities among other Defense Program Offices, Department of Defense or Design and Production Agencies.
MPIA performs a wide variety of cross-functional activities that include but are not limited to providing information system quality control, logistics, metric, and problem-solving support; providing performance evaluation support, milestone development support; providing policy development, management, and implementation; and records management support if requested. The MPIA must hold strong technical writing skills and excellent verbal communication to aid in interpretation of the customers' needs to properly analyze issues and areas of improvement. The MPIA assists the BPT members with liaison efforts and in directing, managing interfaces, and coordinating day-to-day information system and records activities among other Defense Program (DP) Offices, Department of Defense, or Design and Production Agencies as well as the Office and Human Capital & Business Operations. This is a full-time contractor-support position located on-site at either the NNSA Forrestal office in Washington, DC or the Albuquerque office in Albuquerque, NM. Occasional travel is possible. Minimum Requirements
• Active (current) DOE Q or DoD TS security clearance or ability to upgrade from a DOE L or DOD S
• Bachelor's degree in business, Program Management, or closely related field
• Minimum of 6-8 years of related experience in performance/information management/analysis or systems engineering experience including demonstrated experience researching and analyzing complex information and evaluating contractor performance.
• Demonstrated professional experience working with and coordinating across a broad range of geographically distributed organizations, in a contractor-role supporting federal customers.
• Demonstrated performance with the Microsoft Office suite with particular emphasis on SharePoint, word processing, presentations, spreadsheet, scheduling applications (MS Word, MS PowerPoint, MS Project, MS Visio, and MS Excel).
• Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings and reports for senior and executive managers.
• Working knowledge of a range of administrative laws, policies, regulations, and business practices applicable to NNSA and DP mission activities.
• Prefer current, working knowledge of the substantive nature of NNSA Nuclear Weapons programs and activities; missions, policies, and objectives; management principles and processes; and the analytical and
evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Summary of Position Responsibilities Provide direct support to the Corporate/Contractor Performance and Evaluation Process
o Provide support for management processes/contractor performance evaluations.
o Provide support for new year, quarterly and year-end Milestone Reporting Tool (MRT) for data collection, interpretation, editing, input, reporting and comparison/analyst from Federal staff for M&O contractor performance against established Defense Programs (DP) milestones.
o Provide support for support and output for written narratives for senior staff for determinations.
o Aid with the compilation of contractor performance data from multiple sources into clear and concise reports in accordance with business process rules & regulations for non-inherently federal work areas.
o Perform compilation of performance data
o Developing narrative based objective comparisons from input from multiple sources.
o Prepare written products for senior staff/leadership. Strong technical writing experience is required.
o Support the CPE site including access, the SOP, and the documents located on the site.
o Provide support to the development of the Strategic Performance Evaluation and Measurement Plans (PEMPS), the IFRs/PERS, PMM/APG/AFR reporting/missed deliverable, Level 2 Milestone (L2) development and base sets, L2 scoring, Getting the Job Done List (GTJDL) development and vector checks, office summaries and M&O input sheets, internal/external guidance, and annual CPE calendar and schedule.
o Provided assistance as requested for the NA-10 CPE Annual Schedule for development of new L2s and GTJDL items.
o Provide support for the updates and publication of the Annual Implementation Plan (IP) for NA-12.
o Maintain the working version of the IP is on the BPT collaboration page under Policy/Process/Plan and the issued version on the CPE site and the NA-12 RUL. • Provide as needed assistance support of NA-12 organizational SharePoint program/project activities.
o Provide SharePoint program/project management lifecycle business team process support if requested by BPT SharePoint Administrator. Please Note: this desired experience is not SharePoint programming (IT) or SharePoint end-user in nature.
