The NIH Technical Program Manager will lead a small to medium-complexity mission-critical program that develops, modernizes, enhances, operates, and maintains services for several NIH IC systems. These system-focused programs will also optimize application performance within various infrastructures - cloud, on-premises, and hybrid combinations, enhancing capabilities while sustaining legacy functionality and automating, evolving, and modernizing with low-code/no-code platforms. In addition to the application's scope, there is a strong focus on user experience and security. These systems include AI/ML, low-code/no-code, COTS, and custom integrations. These include Nintex, Bizagi, Microsoft, and other LCNC platforms for asset management, case management, and other use cases to serve the various end users. The Program Manager will provide overall leadership, direction, and oversight of day-to-day activity management and task order response with occasional travel to Bethesda, MD, US. DUTIES AND RESPONSIBILITIES: This position has dual roles and performs hands-on day-to-day technical project management, scrum meetings, requirements management, testing, deploying, UAT, issue resolution, etc. Additionally, it manages the overall contract support operations, staffing, and delivery, possibly involving multiple projects and groups of personnel and subcontractors. Represent as a senior representative/interface for customer engagement. Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. Plan/lead program reviews and briefings; identify and report on issues or related problems and potential risks. Identify, mitigate, and control risks. Drive process improvement and innovation and organizational change. Engage employees, executives and customer leaders on a routine basis to fully understand customer requirements and employee capabilities. Maintain currency on relevant tools and technologies and provide inputs for white papers and proposals. Responsible for organic account growth and participation in proposing and securing new business in the federal sector, comprised of Technatomy's service offerings. Contributes to writing technical proposals for federal RFPs and RFIs and Sources Sought in collaboration with organization leadership and team members. Leads the Executive Summary development for solicitations, as directed by organizational leadership. KNOWLEDGE AND SKILLS REQUIRED : At least ten (10) years of experience in managing projects in an agile software development environment, overseeing and/or performing staffing, budgeting, scheduling, and client interaction. Superb interpersonal, communication, presentation, and facilitation skills. Experience managing projects using software development life cycle (SDLC) models such as CMMI and modern SDLC models such as SAFe, Agile, and/or SecDevOps. Solid understanding of SDLC models and Agile and traditional project management practices and the ability to blend them in the right proportions to fit a project and business environment. Experience with cloud-enabled solutions, architecture development, and "as a Service" offerings. Experience serving as a Program/Project Manager leading modernization projects. Experience with AI/ML, low-code/no-code, COTS, and custom integrations, including Nintex, Bizagi, Microsoft, and other LCNC platforms, is highly desirable. NIH client experience is highly desirable . Scrum master, agile development environment experience highly desirable. EDUCATION: Bachelor's degree or higher in business administration, human resources, management, scientific research or clinical environment, or another relevant field. CERTIFICATION: Program Management Certification such as PMP preferred CLEARANCE: Active Public Trust preferred.
