Job description
Marathon TS is looking for a capable, motivated T&E manager to join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF), Administrative Assistant to the Secretary of the Air Force (SAF/AA) Concepts, Development, and Management Office (CDM). The services described below support CDM acquisition program management. We are seeking a qualified candidate to augment CDM's acquisition program management knowledge and experience requirements to organize and manage resources and personnel to accomplish DAF and CDM acquisition objectives effectively and efficiently IAW with Department of Defense Instruction (DoDI) 5000.02 policies and procedures. Functional Requirements: The Operational T&E Manager - Senior Experience supporting the planning, coordination, and execution of operational tests and evaluations of military systems and equipment, ensuring adherence to test plans, schedules, and standards. Collect and analyze test data to identify system performance, reliability, and operational suitability, providing insights into the system's capabilities and limitations. Prepare comprehensive test reports, including observations, findings, and recommendations to support decision-making and the development of acquisition strategies. Ensure compliance with DoD test and evaluation policies, procedures, and standards, including adherence to relevant directives such as DoD Instruction 5000.02 and the Defense Acquisition Guidebook. Identify and assess operational risks associated with tested systems and propose mitigations to address operational limitations or deficiencies. Collaborate with program managers, engineers, military operators, and other stakeholders to effectively plan and execute test events and ensure alignment with operational requirements. The Candidate shall provide support in T&E / IV&V management through the following: The Candidate shall interpret research and development of T&E strategy, policy, practices, metrics and procedures and implements direction and guidance. The Candidate shall propose development of evaluation methodology and framework. The Candidate shall manage tracking/auditing of the T&E aspects of products/systems in the acquisition process and identify T&E issues. The Candidate shall develop and coordinate T&E strategies, test and evaluation master plans (TEMPs), test concepts and test plans. The Candidate shall propose development and execution of T&E processes, standards, methods and techniques. The Candidate shall support the drafting and coordinate an evaluation methodology and framework for product/system under test. The Candidate shall support coordination of cybersecurity T&E IAW DoDI 5000.02 and the DoD Risk Management Framework. The Candidate shall assist in the development of program's T&E approach, process, schedule, and resource requirements. The Candidate shall develop and coordinate T&E materials/data for technical and progress reviews including risk assessments. The Candidate shall identify and coordinate T&E personnel and financial resources requirements. The Candidate shall assist in the development of guidance on test concepts and test plans. The Candidate shall identify and schedule T&E resources to include workforce, infrastructure and budget to support testing at the respective facility.
