Job description

Duties You will be responsible for the oversight, development, and implementation and guidance of policy on all matters related to the OPNAV Organization Management program. You will be the program manager, ensuring state-of-the-art communication techniques are incorporated for efficient business practices in an electronic age. You will act as the Navy representative for the formulation, development and oversight of Office of the Chief of Naval Operations (OPNAV) headquarters organizational and management initiatives and programs. You will serve as the Navy representative for the Navy Shore Organization Program covering all echelon II shore commands and subordinate commands, activities and detachments. You will serve as the Navy representative for the Navy Fleet Organization Program, as applied to all Echelon II commands and subordinate units and detachments comprising the Operating Forces of the Navy. You will direct, control and monitor all aspects of the Standard Navy Distribution List (SNDL). You will review all proposed OPNAV directives for organizational and functional accuracy prior for approval and publication throughout the DON. You will develop required and recommended changes to all such directives in order to ensure conformance with established policy, organizational relationships and assigned functional responsibilities. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying a knowledge of organization management principles and concepts and the ability to apply them to the Office of the Chief of Naval Operations echelon 1 commands. Be able to communicate extremely well both orally and in writing. Specialized experience must demonstrate the following: 1) Serving as an authority on all aspects of organizational components and the interrelationships of organizations such as: the Office of the Chief of Naval Operations, Department of Navy, Joint Chiefs of Staff, or other Department of Defense organizations; 2) Developing and implementing administrative policy while incorporating effective procedures that expeditiously and effectively route organization management requirements and procedures through a large organization; 3) Interpreting and implementing high-authority policy contained in various published laws, Federal regulations, executive orders and Department of Defense (DOD) issuances; 4) Collaborating effectively and tactfully with senior flag/general officers and civilian executive level officials at headquarters and field locations; 5) Utilizing and applying expert-level editorial practices in English grammar, spelling, punctuation, sentence structure, style, and format in order to reconstruct directives, regulations or messages to convey desired emphasis easily to the reader; and 6) Using electronic desktop publishing and other various organization management applications (such as UIC management, SNDL database, SharePoint lists, etc.).
