Job description

Overview Nakupuna Solutions is seeking a Contracts Management Specialist. The Contract Management Specialist will collaborate closely with the Bureau of Oceans, International Environmental and Scientific Affairs (OES), the Bureau of Democracy, Human Rights and Labor (DRL), the Office of International Religious Freedom (J/IRF), the Office of the Special Envoy to Monitor and Combat Anti-Semitism (J/SEAS), the Office of Science and Technology Advisor to the Secretary (E/STAS), and the Special Presidential Envoy for Climate (S/SPEC). The specialist will be responsible for various contract management tasks, including tracking invoices, assisting in the preparation of requests for proposals, and helping to resolve Unliquidated Obligations (ULO). Responsibilities The Contract Management Specialist supports contract oversight by ensuring adherence to all terms, conditions, and specifications. This role involves verifying that deliverables meet quality standards and reporting on the progress of contract milestones. The specialist addresses any issues during contract execution and serves as the primary liaison between the contractor and the contracting officer. Monitors contractor compliance with contract terms by regularly reviewing performance to ensure all obligations are met, including adherence to timelines, budget constraints, and specific requirements. Verifies that deliverables meet quality standards by conducting thorough reviews, comparing completed work against specifications, and ensuring alignment with expected outcomes. Reports on the progress of contract deliverables and milestones, preparing detailed reports for stakeholders that highlight achievements, identify risks, and recommend corrective actions. Addresses issues during contract performance promptly by identifying problems, developing solutions, and collaborating with the contractor and internal teams to resolve challenges. Maintains accurate records of communications, inspections, and contract-related activities, including meetings, correspondence, inspection results, and contract modifications. Acts as the primary point of contact between the contractor and contracting officer, facilitating communication, addressing inquiries, and keeping both parties informed of contract updates. Conducts inspections and evaluations to ensure compliance, including regular on-site visits to verify work standards and identify areas for improvement. Evaluates contractor performance against established metrics, reviewing performance data, conducting reviews, and providing feedback to promote continuous improvement. Manages changes to the contract scope, schedule, or requirements, coordinating with the contractor to implement changes, updating documents, and ensuring agreement from all parties. Facilitates contract closeout activities, including final inspections and documentation, ensuring all requirements are fulfilled and preparing the necessary documents to formally close the contract. Qualifications Skills/Qualifications: The Contract Management Specialist must have advanced management and organizational skills, utilizing a range of qualitative and quantitative methods to develop processes and measurable indicators for assessing and improving program effectiveness. A comprehensive understanding of the Bureau's and the Department's structure, missions, functions, and operations is essential for coordinating studies related to program planning, budgeting, contracting, and evaluation. Strong oral communication skills are required to conduct fact-finding interviews, interact with management officials, and present recommendations. Additionally, excellent written communication skills are necessary for providing guidance, instructions, and detailed reports of findings and recommendations. Education and Experience: A bachelor's degree in a relevant field such as Business Administration, Contract Management, Public Administration, Finance, Law, or a related discipline. A master's degree in a related field or a professional certification is highly desirable. 3-5 years of experience in contract management, procurement, or a related field, preferably within a government or federal contracting environment. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $45.67 to $50.48 (hourly USD). The good faith hourly range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
