PMS 312 Quality of Service Analyst Job Category: Consulting Time Type: Part time Minimum Clearance Required to Start: Secret Employee Type: Part-Time On-Call Percentage of Travel Required: None Type of Travel: None The PEO Aircraft Carriers (CVN) Program Office for Inservice (PMS 312) is in need of a Quality of Service (QoS) consultant who will integrate with PMS 312 Program Office, the Supervisor of Shipbuilding Newport News (SSNN) Supervisor, the SSNN Quality of Service Director, and other representatives as required to provide a broad range of support for the Navy's QoS initiatives. Responsibilities: Assist in the execution of CNO, VCNO, and other higher echelon tasking to accomplish the Navy's QoS goals.
Assist in drafting and proposing top level requirements for various QoS Analyses of Alternatives.
Liaise with shipyard representatives to develop and evaluate solutions to technical and infrastructure issues that impact QoS for Navy Sailors in the Newport News area. These include but are not limited to Navy parking garages, buildings, berthing barges, piers, sailor housing, retail spaces, and other facilities.
Review technical documentation to ensure facilities and infrastructure solutions comply with all applicable standards, codes, and Navy directives.
Support to the Vice Chief of Naval Operation's (VCNO) QoS Cross-Functional Team (CFT), including attending meetings, evaluating and proposing, and drafting action item responses.
Liaise with the broader QoS stakeholder community to execute the Navy's vision, to the include the City of Newport News, Naval Facilities Engineering Systems Command (NAVFAC), the Navy's Bureau of Medicine, OPNAV, and Defense Health Agency, and other stakeholders.
Support the development and execution of recurring and ad hoc Sailor Waterfront Surveys, as directed by OPNAV N17.
Evaluate proposals to improve security measures in vicinity of Newport News Shipbuilding.
Liaise with Navy, shipyard, and contractor representatives to improve cellular and wi-fi capabilities and capacity in vicinity of Newport News Shipbuilding. • Ensure recommended shipyard infrastructure investments to support acquisition and overhaul programs also comply with the Navy's Quality of Service Standards.
Support Quality of Service Distinguished Visitor (DV) tours as required. Qualifications: Required
7+ years of relevant experience • Bachelor's degree in related field • Possesses an active DoD Secret Clearance
Proficient in MS Office suite (Word, Excel, PowerPoint, Teams, OneNote) Desired • Prior Aircraft Carrier experience (desired)
Prior NAVSEA experience (desired)
Former active duty Navy experience (desired) Qualifications: Required 7+ years of relevant experience
Bachelor's degree in related field
Possesses an active DoD Secret Clearance
Proficient in MS Office suite (Word, Excel, PowerPoint, Teams, OneNote) Desired
Prior Aircraft Carrier experience (desired)

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
