The MCC Department of Administration and Finance (A&F), through its Contracts & Grants Management (CGM) Division, provides acquisition and federal assistance support. Most contracts involve professional services, often conducted internationally, in areas such as agriculture, finance, procurement, and legal expertise. Contractors, while resembling employees, must understand the distinct authorities governing personal services contractors (PSCs) under MCC contracts, essential to supporting the CGM Division's mission. Responsibilities The Procurement Assistant III plays a crucial role in providing advanced clerical and administrative support within a federal acquisition setting, ensuring effective management of contract administration and related activities. This position facilitates seamless coordination and communication between acquisition staff, program teams, and external vendors, while managing the organization and distribution of both physical and electronic contract documents, reports, and records. Demonstrates comprehensive knowledge of all administrative support functions within a federal acquisition operations environment. Performs contract administration tasks, including maintaining filing systems, reports, and related documentation for the CGM Division. Assists the Managing Director and Deputy Managing Director of CGM with daily contract support activities and special projects. Serves effectively in various administrative roles, including acting as a liaison between acquisition staff, program transaction teams, and external vendors. Performs a wide range of administrative support duties, including physical and electronic filing and distribution of contract documents. Researches and compiles information for reports, briefings, and conferences. Collaborates with the MCC accounts payable agent to ensure timely invoice processing. Coordinates with CGM colleagues to ensure completion of various award documents. Maintains special records and prepares reports. Provides comprehensive administrative support, utilizing office automation tools, including word processing, electronic calendars, spreadsheets, database management, document scanning, and presentation software. Executes all duties with professionalism, tact, diplomacy, discretion, and efficiency. Supports the Senior Contract Specialist III (SCS III) with the MCC FAC-COR/PM Program. Assists with proper record management of CGM files. Provides timekeeping support via the QuickTime system for CGM Federal staff. Notifies the CGM Supervisory Procurement Analyst of more than two instances of missing or incomplete critical documentation in contract files, such as fully executed awards, FPDS CAR, SAM Reps & Certs, COR/PM nomination and designation letters, and the business clearance memo (BCM). Flags delays exceeding five business days between the execution of an award and its submission for distribution. Highlights more than two occurrences of disorganized or improperly assembled award files. Qualifications Skills/Qualifications: The ideal candidate will have a strong knowledge of clerical procedures, filing systems, and relevant references and guidelines used to organize, locate, and manage materials. They should demonstrate experience providing administrative support in a Federal Government acquisition environment and possess the ability to perform contract administration support functions. Excellent communication skills, both oral and written, are essential for this role, along with the ability to interact professionally and effectively with colleagues and stakeholders. Clearance Requirements: Must be a U.S. Citizen with the ability to obtain an MRPT clearance. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer. Education and Experience: Required high school diploma or equivalent. Desired - A 4-year course of study leading to a degree in any field or 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management. 6+ years of direct experience in Federal contracting or administrative support position. At least one of these years must be specialized experience equivalent to Federal Government GS-9 grade level that has equipped the individual with the knowledge, skills and abilities listed in this position description. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $83,000.00 to $104,025.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
