Job Description Requesting Mission/Office: Prosper Africa Executive Secretariat Clearance Requirement: Secret (this will be facilitated for the successful candiate) Period of Performance (o/a): 9/1/2024 - 1/23/2028 Place of Performance: Washington, DC Telework Designation: Per USAID Africa Bureau Policy, currently s ituational telework eligible up to 2 days/week Expected Travel: 2 TDY trips annually to Africa BACKGROUND: Prosper Africa is a Presidential-level, national security initiative to strengthen the strategic and economic partnership between the United States and African countries. Prosper Africa builds a 21st Century U.S.-Africa partnership by increasing two-way trade and investment to strategic scale to create jobs, secure strategic sectors and supply chains, advance economic prosperity, and counter threats that include climate change and malign foreign influence. Through its NSC-directed role, Prosper Africa mobilizes and amplifies the resources of 17 U.S. federal agencies in Washington and the field to advance the U.S. Government's strategy for Africa. The Prosper Africa Executive Secretariat (PAES), supported by the U.S. Agency for International Development (USAID) seeks a Program Advisor, Knowledge Management to provide support for PAES as it coordinates, synchronizes, convenes, monitors, and reports on interagency members' Prosper Africa related trade and investment efforts to substantially increase two-way trade between the United States and African countries. Position Overview: The PAES Program Advisor is instrumental in driving strategic initiatives and ensuring operational excellence within the organization. This role involves leading the tasker process, enhancing reporting and knowledge management systems, facilitating strategic planning, supporting the execution of high-profile events, and serving as a liaison between PAES and intra and interagency counterparts. The successful candidate will have strong written and oral communication, coordination, and analytical skills to ensure that the Prosper Africa initiative is effectively represented and promoted. Key Responsibilities, including but not limited to: Material Development and Information Management: Manage the tasker process, including managing input procedures, drafting concise briefs, and ensuring efficient clearance processes.
Develop papers, briefing materials, talking points, etc. as needed by leadership.
Policy and Strategy Framework Support: Establish and support a structured process for Mission concurrence of PAES activities.
Contribute to formulating foundational documents related to PAES strategy, results frameworks, theory of change, and implementation roadmaps.
Enhanced Reporting and Evaluation: Strategize and implement evidence-based reporting initiatives for Prosper Africa, enhancing storytelling and program evaluation capabilities.
Support development of Annual Reports, Toolkits, and Case Studies to communicate impact effectively.
Knowledge Management Leadership: Establish a process to lead the organization's knowledge management efforts, including managing the PAES Google Drive, subscriptions, listservs, and more.
Draft and socialize Standard Operating Procedures (SOPs) for enhanced internal communications and information flows, fostering a culture of efficiency and accountability.
Provide support for PAES management and operations functions, including recruitment and onboarding of new personnel
High-Profile Event and Meeting Support: Provide project management support for high-profile events, overseeing overall preparation and logistics to ensure successful execution.
Manage the development, organization, and distribution of all briefing papers and materials for high-profile events and meetings to ensure participants are well-prepared.
Other related duties as assigned. NOTE: The incumbent will not perform inherently governmental functions or duties (e.g. will not serve as AOR/COR or supervise staff), but rather will advise, mentor, and facilitate as appropriate on the performance of inherently governmental functions on the part of the Prosper Africa Initiative. Required Skills Bachelor's degree in a field such as international relations, economics, finance, trade, business, international development, or public policy plus at least 6 years of relevant work experience , or
Master's degree in international relations, economics, finance, trade, business, international development, or public policy with at least 4 years of relevant work experience.
Experience working and collaborating with U.S. government agencies and private sector organizations, including officials with international organizations, foreign and domestic government officials, and development partners.
Excellent interpersonal skills; ability to work in a dynamic team environment with a diverse set of partners and stakeholders.
Strong written and oral communication skills; demonstrated proficiency in coordinating, negotiating and motivating individuals to take action.
Ability to write in a collaborative process and meet deadlines; capable of presenting information through reports and discussions to effectively support senior level officials responsible for providing guidance and direction across the interagency and to work across teams and with various levels of leadership.
Knowledge of relevant disciplines such as trade, private sector development, and investment.
Ability to work collaboratively with team members as well as interagency colleagues in the United States and Africa, U.S. and African government officials, donors, private sector officials, and implementing partners, often with high pressure and time constraints.
Outstanding organizational and planning abilities.
Proficient in Google (Docs, Drive, etc.) and Microsoft (MS Word, Excel, etc.) applications.
U.S. Citizenship and the ability to obtain a Secret security clearance.
