Job Description Location: National Capitol Region, Hybrid in office/remote work schedule (typically 2-3 days/week in office) Clearance: Secret Required, Top Secret highly desired with ability to obtain SAP Program Analyst is responsible for overseeing and coordinating a variety of AF HAF Electromagnetic Spectrum efforts, ensuring alignment with organizational goals and objectives. This role involves managing project timelines, resources, and performance metrics to drive successful outcomes. The candidate requires Air Force experience ideally HAF experience as well as and managerial functions such as managing cross-functional teams, developing, coordinating and staffing strategic plans, instructions and manual, and lesioning with various DoD agencies. Electromagnetic spectrum experience is a plus. This role requires a strong understanding of program evaluation, risk management, and stakeholder communication. The program analyst assists organizations by evaluating the performance and effectiveness of their programs and projects. Offers valuable insights, best practices, and recommendations to improve program management, optimizes resource allocation, and enhances overall outcomes. Education & Experience: Bachelor's Degree (preferably in business administration/project management)
5+ years of experience in program management/project management Excellent written and verbal communication skills
Knowledge of federal acquisition and budgeting processes is preferred Duties & Responsibilities: Project Planning & Execution: Develop and manage project plans, ensuring all milestones and deadlines are met. Monitor progress and adjust plans as necessary to meet project objectives. Data Analysis & Reporting: Perform detailed analysis of project data, trends, and metrics to identify areas for improvement. Create comprehensive reports and presentations to support decision-making. Risk Management: Identify potential risks, develop mitigation strategies, and ensure that program risks are minimized. Conduct regular risk assessments and adjust plans accordingly. Stakeholder Communication: Serve as the primary point of contact between stakeholders, ensuring clear communication regarding project status, expectations, and challenges. Manage relationships with internal and external partners. Program Evaluation: Develop and implement program evaluation criteria to assess the overall effectiveness of projects and initiatives. Provide recommendations for continuous improvement. Team Leadership: Lead cross-functional teams to ensure collaboration and successful project execution. Facilitate meetings and coordinate efforts across departments. Manage the Planning, Programming, Budgeting, and Execution (PPBE) process: Oversee acquisition strategies and integrating Program Objective Memorandum (POM) requirements to align project funding and resources with long-term program objectives, ensuring compliance with federal acquisition regulations and organizational priorities. The below section refers to the PWS sections the Program Analyst would be responsible for supporting. List is subject to change based on direction/changes from the customer.
• Coordination with Joint Staff, STRATCOM, other Services, AF/A3 and MAJCOM Directorates of Operations (A3) to integrate EMSO equities into readiness, training, and exercises. • Liaise with other EMS-related enterprises outside the Air Force. • Develop and draft responses, presentations, papers, and reports, as needed, to support communication of EMS superiority force development, force management, policy, doctrine, strategy, operating concepts, and other guidance to stakeholders inside and outside the Air Force (with support/expertise from the team). • Support AF/A2/6L serving as Air Force representative to the OSD (A&S) Electronic Warfare Capability Team (EWCT) and DoD CIO EMS Executive Steering Group. • Support AF/A2/6L serving as Air Force representative to the Joint Air Dominance Organization (JADO) - tri-chaired by AF/A5D, SAF/AQP and N98 - for all EMSO equities. • Support liaison with industry to communicate research, development, experimentation and demonstration needed to insert relevant technologies into EMS superiority capabilities.
• Support liaison with SAF/AAZ to establish and maintain the EMS Advanced Programs Office and associated program portfolio.
• Support A2/6L lead of the Spectrum Integration Group (SIG) for MAJCOM EMS Enterprise synchronization. The contractor shall develop and draft emailing lists, MS Teams channels, agendas, venue logistics (including coordination of attendee clearance validation), announcement and invitation emails, meeting presentations, papers, reports, and meeting minutes, as needed, for semi-annual group conferences.
