PROGRAM ANALYST Navy Expeditionary Combat Branch (OPNAV N957) Cowan & Associates, Inc. Cowan is looking for a Program Analyst to support OPNAV N957, the Navy Expeditionary Combat Branch of The Director of Expeditionary Warfare for the Chief of Naval Operations (OPNAV N95). Cowan provides program management support to OPNAV N957's Planning, Programming, Budgeting, and Execution (PPBE) efforts and Program Objective Memorandum (POM) development for the Navy Expeditionary Combat Force which includes Navy and Joint Explosive Ordnance Disposal, Naval Construction, Maritime Expeditionary Security, and Navy Expeditionary Logistics. Cowan also supports OPNAV N957's resource sponsorship of the Navy Expeditionary Combat Command (NECC) and various Systems Commands supporting the Navy Expeditionary Combat Force. Location: Pentagon, Arlington, VA
Duties and Responsibilities:
• Identify, analyze, and document efficiencies for presentation to the government team leads and in support of Fleet and Systems Command review processes.
• Gather information, identify issues, and draft documentation in support of near- and long-term strategic goals for OPNAV N957. • Provide analysis of requirements and resourcing for the manning, training, and equipping of Navy Expeditionary Combat Forces.
• Establish meeting schedules with various stakeholders to provide a means of sharing program forecasts, and to collect information regarding Joint and Navy strategies that affect the Navy Expeditionary Combat Force. .
• Assist in developing lines of communication with OPNAV staff, Fleet, and Program Office stakeholders.
• Track and analyze action items and assist action officers in preparing reports and responses. Ensure accurate and timely preparation of action items.
• Provide content support for OPNAV interests and perspectives at Integrated Product Teams (IPTs), special advisory boards, off sites, working groups, and other associated meetings.
• Conduct analytical efforts to support Navy Expeditionary Combat material programs to include emergent requirements and unanticipated projects.
• Develop, track, and maintain Joint Capability Integration Development System (JCIDS) documentation related to Navy Expeditionary Combat programs.
• Perform assessments of assigned programs and conduct tradeoff studies, as well as provide analytical support to requirements generation, acquisition design, and execution.
• Prepare information papers, briefing slides, and oral briefings to various stakeholders in support of OPNAV N957 programs.
• Prepare, input, and monitor data within various information systems, both commercial and agency-specific, in support of OPNAV N957 programs; principally the Program and Budget Information System (PBIS).
Education and Experience:
• Bachelor of Science degree in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics, or management information technology; or
• 5 years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls - specifically as they relate to POM development and supporting the PPBE process.
• 2 years highlighting knowledge of Navy programming and supporting resource sponsors as it relates to Naval Expeditionary Combat Enterprise is highly desired. Security Clearance: SECRET DISCLAIMER:
