Duties Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Follows goals and objectives that integrate organization and directorate priorities. Follows work directed by supervisor and prepares schedules to meet organization and customer needs. Understands direction and advice regarding policies, procedures, and guidelines. Comprehends use of resources and maximize efficiency and effectiveness of the organization. Tracks review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved. Schedules and follows Directorate taskings with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Directors, Senior Leadership and Management, and Division Chiefs. Participates in special projects and initiatives and performs special assignments. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Establishes, develops, advises and maintains organization information management processes, including organization Share Point site, internal task management, and records management. Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management. Identifies the need for special projects and initiates milestones and goals. Participates with the Director in long term planning for all functions and scheduling activities that provide day-to-day support to the Directorate. Serves as the focal point for many functional assignments with key members of the Director's staff on matters of broad policy having an impact on fulfillment of the mission. Keeps the Director and the appropriate staff informed of relevant issues and problems. Provides functional and technical advice and expertise concerning all subordinate branches and all aspects of their programs to the Director as well as continuity of management. May be required to travel by military or commercial aircraft in the performance of TDY assignment's. This is a drug testing designated position. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. This position is eligible for Telework. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include Defining solutions to highly complex problems; analyzing issues to report findings of projects; guiding technical and programmatic work of team members in comparable junior grades; evaluating detailed mission protection plans, goals, and objectives for implementation of assigned program(s)/project(s). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and practices of mission protection functions to include all-source analysis of complex, multidisciplinary programs, understanding of intelligence community organizations and roles and responsibilities, familiarity with mission analysis and similar application tools, resolving major conflicts in space superiority operations, space systems acquisition, integration, launch and operations. 2. Understanding of orbital mechanics for orbit determination and trajectory propagation, along with the ability to think in 3-dimensions and visualize/describe basic Keplerian motion by using standard software applications implementing orbital mechanics (e.g., Systems Tool Kit). Involves planning, developing, and carrying out vital administrative or scientific software programs that are essential to missions' execution. 3. Ability to plan, coordinate, or advise on work efforts, or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals. The work involves planning, developing, and carrying out vital administrative processes. Can also communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. 4. Familiarity of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 5. Knowledge of the application of military space operations expertise as they apply to programs and weapons systems. 6. Ability to plan, organize, and negotiate effectively with the Chief Analyst and Delta 9 Leadership to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
