Job description

Duties The selectee will serve as a Program Manager (Acquisition) in the Office of the Chief Information Officer. Typical work assignments include: Planning, designing, developing, and deploying program/project for CIO initiatives supporting all Protective, Investigative, and general missions for major IT acquisitions. Providing direct oversight of associated policies, strategies, plans, program management activities necessary to support the development and implementation of CIO program objectives. Coordinating the development and revision of policies and operating procedures related to program support functions. Providing authoritative interpretation, instructions, and guidance in all phases of the acquisition process to staff and management. Directing and managing the acquisition and procurement support responsibilities of assigned staff in the design, development, system engineering, testing and life cycle logistics of systems acquired within the agency. A one-year supervisory probationary period may be required. The incumbent requires a FAC-P/PM Mid-Level Certification with a core-plus IT Specialization or equivalent upon initial appointment to the position. The incumbent must be able to obtain Senior-Level Certification with a core-plus IT Specialization within 18 months from assignment to the position or promotion to this grade. This position requires to employee to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. The incumbent is required to complete annual ethics and procurement integrity training. Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below Specialized Experience: You qualify for the GS-15 level (starting salary $163,964.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Executing projects plans, requirements and policies to support an acquisition program; Serving as a technical lead in the development of life-cycle cost estimates (LCCE) for new programs; Advising stakeholders on the acquisition of systems based on the system engineering, testing and program objectives; and Overseeing activities and operation related to the acquisition lifecycle framework to ensure quality deliverables.
