Reporting to the Program Manager, the Project Manager is responsible for providing leadership and oversight of the program's planning, execution, management, control, and reporting. This is a contingent position expected to be located in Washington, D.C. The pay range for the position will be provided at the time the position is no longer contingent. What You'll Do Serve as subject matter expert in support of program/project and financial management requirements for Navy programs, platforms and systems. Responsible for overall planning, direction and execution of Navy programs, systems development and technology initiatives. Provide leadership and oversight of a program's planning, execution, management, control and reporting of cost, schedule and performance. Bid and proposal support if requested. Other duties as assigned. What We're Looking For Required Qualifications: An active secret clearance is required to be considered for this position. Bachelor's degree in Business, Finance, or Accounting from an accredited university required. 15 years of experience providing Navy Financial Management (FM) support to a Navy program office. Must possess subject matter expertise (SME) within Budgeting, Briefing, and Defense at OPNAV and Congressional levels. Communication and Briefing Skills at the SES/Flag level is required. Must possess basic computer literacy and data entry skills. Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, Project, etc.). Strong attention to detail and organizational skills. Excellent verbal and written communication skills. Demonstrated problem-solving skills. Must possess strong time management skills. Must be able to work in a fast-paced, changing, and challenging environment. Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. Travel Required 10% travel required. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Desired Qualifications: 20 years of relevant experience in Navy Financial Management (FM) support to a Navy program office. Conceptual Knowledge of U.S. Navy Undersea Warfare (USW) systems. Demonstrated Knowledge of SHAPM/PARM working relationship. Demonstrated experience balancing a complex multi-appropriation portfolio. Demonstrated experience with cost/schedule performance as it relates to program execution. Demonstrated experience in task planning and its translation to program execution. Demonstrated experience working in a program office at Naval Sea Systems Command. Demonstrated program management experience running a mixed team of subcontractors. Demonstrated knowledge of DoD/DoN procedures and Policies (DoD 5000 process) including Acquisition Plans (APs) and Acquisition Program Baselines (APBs).
