Job description

Duties Major duties and responsibilities include, but are not limited to: The incumbent of this position serves as the senior advisor to the Director of Spectrum Policy and Programs actively participating in the development and analysis of strategic direction, policy guidance, and effective oversight measures regarding Command, Control, Communications and spectrum matters across the Department. Recommend overall DoD policy for managing and using the electromagnetic spectrum as defined in DoDD 3610.01, Electromagnetic Spectrum Enterprise Policy, and DoDI 4650.1, Policy and Procedures for Management and Use of the Electromagnetic Spectrum, and for implementing applicable provisions within DoD imparted by the U.S. Department of Commerce, National Telecommunications and Information Administration, "Manual of Regulations and Procedures for Federal Radio Frequency Management." Develops and coordinates complex DoD technical assessments and positions and ensure that they are represented nationally with the Department of State, National Telecommunications and Information Administration and the Federal Communications Commission and internationally. Assists in the development and coordination of strategies, plans, and proposals related to electromagnetic spectrum. Supports the synchronization of electromagnetic spectrum policy requirements across portfolios. Provides advisory support to the Director, Electromagnetic Spectrum Enterprise Policy and Programs with regard to oversight, management, and guidance for electromagnetic spectrum and Electromagnetic Spectrum Operations automation, acquisitions, IT modernization, Command and Control integration, electromagnetic battle management, spectrum situational awareness and other spectrum-related matters. Manages and participates in electromagnetic spectrum/electronic warfare/electromagnetic spectrum operations governance forums. Requirements Conditions of Employment You must be a U.S. citizen to qualify for this position. You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). Qualifications To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. Demonstrated expertise with regard to the management and use of the electromagnetic spectrum. Must also have a demonstrated ability of facilitating cooperation, collaboration and support of high ranking scientific, engineering, and management personnel engaged in spectrum management in both government and industry. 2. A working knowledge of the DoD organization, systems, requirements, plans and policies, specifically in the areas of telecommunications and spectrum-related matters. He/she must also have a demonstrated knowledge of the U.S. and international spectrum and telecommunication regulatory structure. Moreover, the incumbent must have a high degree of knowledge used in achieving desired outcomes for telecommunications programs in government and industry. 3. A demonstrated ability to manage highly complex / highly visible initiatives in an intensive, deadline driven environment, and to make recommendations and decisions that affect major programs and projects based on in-depth analysis of issues and considering overall acquisition strategies, programmatic budgetary constraints, technological advances, the political environment, and human resources constraints. Time in grade is not required for Senior Level (SL) position. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
