Job description

Venatore seeks a Senior Energy Advisor to support the Bureau for Europe and Eurasia (E&E) of the United States Agency for International Development (USAID). E&E Bureau works with the Government of Ukraine (GOU), the private sector, and civil society leaders to improve Ukraine's energy security and transform Ukraine's energy sector into a modern, market-oriented, EU-integrated engine of growth. USAID activities focus on the development of the electricity, natural gas, renewable energy, and district heating sectors. USAID also works to strengthen the energy sector's cybersecurity, promote expanded use of renewable energy, and support the integration of Ukraine's energy markets with those of the EU. Proper energy security also requires that quality energy services be affordable, reliable, and secure for all Ukrainians. Duties and Responsibilities This position will serve as an energy advisor in the E&E Bureau, which oversees energy programs and provides technical and management leadership and support to USAID's energy and electricity sectors reform agenda implemented in Eastern Europe, primarily focusing on Ukraine. The energy advisor will serve as a technical expert on various electricity sector issues, including energy sector reform, which encompasses legal, regulatory, and utility reform, clean energy, energy efficiency, energy access, and climate change mitigation. The advisor will provide high-quality technical advice and assistance to USAID's Ukraine mission (or E&E) to help design, implement, and evaluate bilateral energy programs. This position focuses on consultation, design, and implementation of energy sector projects, programs, and activities in support of USAID/Ukraine (or E&E) and US foreign policy objectives. Required Experience Five or more years of experience obtained through work and education that is in or directly related to the line of work of this position and has equipped the candidate with the knowledge and competencies to successfully perform the duties of this position, such as: Experience leading substantive research concerning international development projects, programs, and/or activities in the energy and electricity sectors.
Expertise in project development and/or project management for energy and infrastructure projects and associated grant and contract activities.
Experience with foreign assistance, trade policy, commercial development, finance, banking, or other activities that contribute to developing infrastructure initiatives or other similar international initiatives requiring capital investment.
Experience in strategic planning, analysis, design, implementation, and/or evaluation of energy programs, especially in low and lower-middle-income countries.
Experience advising and guiding officials and clients on energy decisions.
Experience identifying, developing, and maintaining high-level business relationships with U.S. and foreign private sector representatives and government officials.
Excellent communication skills, both verbal and written with internal and external stakeholders
Ability to work across cultures and contribute to diverse teams
Ability to travel internationally up to 25 percent of the timeConditions of Employment: Must be a U.S. citizen. Candidates must indicate citizenship on their application. If citizenship is not stated, the application will not be considered; and
