Senior Finance & Accounting Analyst (15.18) OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology. Responsibilities and Duties OCT currently has an opening for a Senior Finance & Accounting Analyst to work with our federal client, the U.S. Customs and Border Protection (CBP), Acquisition Support Directorate (ASD) Business Operations Division (BOD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager. This position is contingent upon contract award. Day to day responsibilities will include: Assisting OA in the management of funds and assets and in program financial reviews across CBP. Providing professional accounting advice and assistance in the application and compliance of Government generally accepted accounting principles, policies, and procedures and Federal Accounting Standards. Reviewing, analyzing, and modifying operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts of supported organizations. Preparing special audits, studies, reports and/or analysis to evaluate the status of the financial health and/or position of a program acquisition based on balanced scorecard measurements or indicators. Providing expertise in researching and drafting Capitalization submissions for Property, Plant and Equipment for deployed systems and property. Providing advanced technical expertise in reporting, models, standardized reporting, complex financial evaluations, and funding assessments to include expertise in data extraction and analysis in SAP Enterprise Resource and Business Warehouse to support OA and for CBP program support and evaluations. Assist in the development of a Community of Practice concept across CBP for program financial management staffs. Assisting in the conceptualization and development of an OA program financial management continuing effort to include uniform business policies and practices, best practices, "on-the-job training" modules, and to conduct periodic training or discussion webinars across the CBP program financial management community. Identification of areas of need through document research and surveys and meetings with CBP program financial management staff, document research, drafting documents and briefings, and assisting in presentations. Provide expertise in the training of CBP program financial management staff at OA and across the CBP program financial management acquisition community. Coordination across the CBP program financial community to identify key training needs, researching into areas of need, drafting training curriculum, and presentation of training. Provide expertise in researching and drafting program financial, budgetary, and funds management standard operating procedures (SOPs), policies, and best practices for CBP program financial management community implementation. Identification of needs, document and staff research, drafting SOP, policy documents, and best practice documents, and assisting in the promulgation across the CBP program financial management community. Provide program financial expertise in the assessment of CBP programs to apprise the CAE on the overall "program health" by identifying financial, budgetary, and funds execution issues and trends in the support of CBP and DHS-level ADE events, ARBs, and Portfolio Reviews. Research and review of the budget, cost and financial portions of all acquisition documentation to include the Acquisition Program Baseline (APB), Cost Estimating Baseline Document (CEBD), program Life Cycle Cost Estimate (LCCE), etc. Provide expertise for revolving tiger team assignments to support a CBP program office or acquisition in support of program financial management activities. Provide expertise across all facets of the Programming, Planning, Budgeting and Accountability (PPBA) process and products, assist in preparation for Reviews, develop acquisition documentation, spend plans, and all program financial management efforts for a CBP program office. Provide expertise in preparing or evaluating the financial, cost and budgetary components of an OMB Business Case in the Investment Evaluation, Submission and Tracking System (INVEST) software application. Apply expertise to construct or review all financial, cost and budget inputs for a program Business Case for applicable INVEST tabs for funds status, budget, LCCE, contracts and Projects to verify and validate all inputs are correct and accurate. Provide expertise to research and provide recommendations for Office of Management and Budget (OMB), DHS, and the General Accounting Office (GAO) questions, reviews and audits. Requirements:
Requirements: Must be a US Citizen. Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check. Bachelor's Degree in Accounting, Finance Management, or any related field. At least 10 years of experience providing expertise in the responsibilities listed above. DAWIA Business Certification in Financial Management or equivalent preferred Expertise in devising a standard assessment methodology and providing recurring assessment. Ability to interface with senior levels of management. Ability to recommend improvements to current and future team operations and processes. Ability to research, gather, and synthesize data. Ability to present conclusions and recommendations to management. Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports. Ability to plan / organize work. Have excellent oral and written communication skills. Ability to assist in maintaining the Microsoft SharePoint site. Must be able to perform in a hybrid office environment at the discretion of the client. Benefits:
