Senior Monitoring, Evaluation and Learning (MEL) Analyst/Advisor This position requires an active Secret clearance. The employee will serve as the technical lead on all strategy, project design, monitoring, evaluation, and learning for the Office of the Coordinator of U.S. Assistance to Europe and Eurasia (EUR/ACE), reporting to the Director for Policy, Planning, and Performance (P3). Compensation & Benefits: Estimated Starting Salary Range for Senior Monitoring, Evaluation and Learning (MEL) Analyst/Advisor: $181,216.00 Pay commensurate with experience. Senior Monitoring, Evaluation and Learning (MEL) Analyst/Advisor Responsibilities Include: Technical lead on all strategy design and related processes, including bureau joint regional planning and EUR/ACE participation and input into higher level Department strategies such as the Joint Strategic Plan. Participate in development of JRS reporting systems. Maintain enterprise level awareness of compliance of ACE and its partners compliance with the Departments project design, monitoring, and evaluation policies, and devise plans for addressing compliance gaps and lead or support their implementation through mentoring and/or training. Advise partners on how to adapt standard M&E practices to suit their business models and/or country environments. Participate in Annual Budget Reviews with partners, including reviewing submissions and providing findings and recommendations for follow on action to the ACE POC for the partner, or if country specific, to the relevant COAC. Design and deliver in-person and virtual training of ACE staff, embassy staff, and partners' staffs in the fundamentals of project design, monitoring, evaluation, and learning. Advise the P3 director and other P3 federal government employees in the development of statements of work (SOW) and cost estimates for evaluations funded and commissioned by ACE. This may also include drafting evaluation SOWs, contributing to drafts, and/or reviewing drafts. S/he may also lead internal, independent evaluations conducted by in-house and U.S. government experts. Support and advise the P3 Director on all technical services contracts for M&E and data analytics services, helping to ensure that such contracts provide services that meet high technical standards. Support Data Analytics and Learning Advisor and ACE staff to develop and deploy new data analytics initiatives to inform ongoing decisions. Draft BCLs, information memoranda, Action Memoranda, and other papers for the EUR/ACE Coordinator and other senior officials related to strategic planning, monitoring, evaluation, and learning. Assist the P3 Director and Budget & Administration Director to prepare internal budget requests for operational funds to support monitoring, evaluation, and learning as part of the Annual Budget Review process. Performs other job-related duties as assigned Senior Monitoring, Evaluation and Learning (MEL) Analyst/Advisor Experience, Education, Skills, Abilities requested: Master's Degree or higher in related field, Required Requires Active SECRET Security Clearance At least six (6) years or more work experience in leading efforts to build the capacity of large and complex organizations to design, monitor, and evaluate international assistance programs. Required Experience developing organizational strategies, project designs and performance monitoring plans; procuring technical services for large, complex project/program evaluations; and leading data analytics and learning initiatives to inform ongoing decisions. Preferred Demonstrated track record of delivering quality written and oral products on time, and experience supervising staff to produce analytic products that support working level and senior staff in making decisions, including the use of data visualization. Required Experience with advancing development in former communist countries in the former Soviet Union and Eastern Europe preferred. Familiarity in guiding or leading complex data analysis initiatives to guide the development of strategies and other strategic decisions, including the allocation of foreign assistance resources. Prior experience in ACE-assisted countries (Balkans, Eurasia, and/or Central Asia Republics) desirable. Experience supporting M&E contracts for Department of State and/or USAID missions with an implementing partner. Preferred. Must pass pre-employment qualifications of Cherokee Federal Some international travel may be required (up to 25 percent).
