Job description

Duties As the Head of the Facilities Contract Branch, you will be responsible for the overall operation of the Branch. You will perform pre award functions for planning development advertisement, award, and administration of contracts for the procurement of supplies, services, professional services, construction, and construction oversight across NRL's shore sites. You will develop and establish the branch strategy for providing acquisition support of assigned programs and ensures its execution. You will serve as principle procurement advisor to the NRL programs supported by the branch. You will serve as contracting officer with unlimited contractual authority for contracts which over an extensive range of services and products related to the engineering, planning, design, construction, maintenance, and repair of shore facilities. You will establish and monitor branch procedures for contract administration such as resolving contractor performance problems, contractual changes, or to take advantage of new technologies, settling contractor claims, and contract terminations. You will serve as a member of the Contracting Division leadership team. You will initiate recruitments and interviews candidates to fill vacancies within the branch. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Applicant must be a DAU Certified Contracting Professional or equivalent. Applicant must have DAU Certified Construction Credentials or be able to obtain within 36 months of employment. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-4 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing most or all of the following duties: 1) planning, developing, and implementing acquisitions of construction and facilities related support contracts utilizing sophisticated pricing arrangements, cost accounting, and life cycle costing; 2) providing technical leadership, guidance and advice on the acceptability and applicability of contractual matters related to construction and facilities related support programs; 3) planning, negotiating, and administering construction and facilities related contracts, utilizing applicable laws, regulations, and directives; 4) providing leadership and technical guidance to contracting professionals and administrative assistants; 5) providing advice on critical contracts/agreements, resolving deadlocked negotiations, and developing innovative solutions for unique contracting challenges; and, 6) fostering successful working relationships with all levels of officials both inside and outside the organization to establish and build coalitions in order to meet the agency's needs. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
