Job description

Duties You will provide supervision, motivation, and leadership to senior level scientists and analysts, and other personnel regarding task management and productivity of the department's budget and contract management. You will oversee an average annual budget in millions of dollars and a major acquisition program of national significance. You will plan, evaluate, and execute short- and long-range programs which impact both national and international issues. You will ensure division level priorities reflect department and customer requirements regarding defense acquisition and fleet customer needs, including man, train, and equip responsibilities for the active duty ACINT Specialist training program. You will evaluate work performance of subordinates; provide advice or instructions to employees on work and administrative matters; resolve complaints from employees; and recommend action via chain-of-command in more serious cases. You will represent the Farragut, ONI, and the Department of the Navy at senior national level, and foreign forums discussing matters that have great impact to U.S. operating forces, policy or intelligence collection priorities and assessments. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing. You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. This position requires a periodic polygraph examination. This position may require a 2-year DCIPS trial period requirement. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Overseeing and managing the scope and accuracy of Intelligence Community Undersea Scientific and Technical Intelligence products; 2) Applying intelligence trade-craft and management best practices to plan and manage intelligence analysis and assessment regarding Acoustic Intelligence (ACINT) data in accordance with organizational standards; 3) Planning work to be accomplished by subordinate employees including subordinate supervisors, and setting and adjusting priorities and schedules to complete tasks within established timeframes; 4) Supervising and evaluating the integration of scientific/engineer and other intelligence data from multiple resources to assess the relevance and significance of developments in the ACINT mission area; 5) Interacting frequently with high level intelligence professionals at other intelligence agencies and allied countries to provide or obtain information on routine or non-routine problems/matters and making recommendations and decisions that impact policies and programs for the Navy and the nation.
