Job description
Responsibilities The FAA's System Engineering and Technical Innovative Solutions (SETIS) portfolio will provide a broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA to accomplish its National Airspace System (NAS), Mission Support and other aviation-related objectives. This Systems Engineer/integrator role is supporting ANG-B1 NAS Enterprise Architecture & Engineering Services Group. The Scope of this task order includes supporting ongoing process improvement work related to organize ANG-B1 staff with clearly defined roles and responsibilities with linkages to ANG-B processes, document standard processes that integrate effectively across ANG-B1 and develop communication plans and processes to convey and support initiatives. This Task Order also supports verification of Weather Forecast performance requirements and review of past NAS Performance studies to develop NAS performance requirements. development, analysis, maintenance, and outreach of the NAS EA Framework and associated policy and supporting products as required. The Responsibilities for this role include but are not limited to: Assessment of ANG-B initiatives and provide recommendations regarding targets that ANG-B1 should set for improving ratings each year and implementation strategies for achieving the desired results. Assist in coordination with ANG-B1 Branch managers to create an implementation plan that will provide quantitative and qualitative understanding of the value, and effectiveness that the branches are providing to the Air Traffic Organization (ATO) and various stakeholders. Conduct periodic audits of ANG-B1 approved products for comparison with best practices and FAA guidelines. Analyze, design, develop and implement code to support visualization and simulation of the NAS requirements and models. Conduct comparative studies to assist with streamlining activities including: ANG-B1 NAS Program Interaction Process NAS Operational Processes (e.g., Air Traffic, Maintenance, and Post-Operation Analysis) Acquisition Management System (AMS) Process Support the development of presentations, white papers, and studies associated with all initiatives as they affect the ANG-B1 Division and provide performance studies across different teams/groups, to assist with the streamlining of ANG-B initiatives and efforts. Conduct and review NAS Performance studies and develop a set of NAS performance requirements to be included in the NAS Requirements Document (RD). Previous studies addressed various aspects of the current status and history of selected NAS Requirements in the NAS RD. These studies may include, but are not limited to: Surveillance Data Latency Requirements. Keyboard Action to Updated Display Requirements. NAS Weather Observation Update Requirements. Capacity, Delay, and Availability Categorization for NAS Services and Systems. NAS Flight Data Performance Requirements. Data Timeliness from Surveillance Indication to Aircraft Reaction. Historical Background of Voice Delay Requirements. Weather Forecast Performance Requirements. Assure traceability among and between the NAS requirements and program requirements products by: Using DOORS to create, update, and maintain program requirements at the enterprise and program levels. Supporting DOORS users in creating, updating, and maintaining program requirements at the enterprise and program levels as well as DOORs administrative support. Supporting implementation of new SE documents and business process tools and technologies. Support Traceability of Program and Enterprise level requirements via the Unified Architecture Framework (UAF). Evaluating and providing recommendations on SE and digital engineering tools and appropriate usage, lessons learned, and implementation strategies. Support ANG-B1 activities on the Acquisition System Advisory Group including: Evaluating AMS change proposals to determine if the changes improve the AMS and are consistent with agency direction. Ensuring all acceptable change proposals are fully developed and made ready for inclusion in the AMS. Identifying opportunities for improvement, problems, weaknesses, inconsistencies, and initiating appropriate corrective action. Required Qualifications Educational and Experience Requirements: Depending on additional education or experience, progressive levels of skill will be considered in determining job series. 10+ years of professional experience with systems engineering background. A Bachelor's Degree in engineering (civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required. 10 years of relevant experience may be substituted for the Bachelor's degree. Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience. PhD in related field may be substituted for bachelor's degree and 7 years' experience. Desired Qualifications Qualifications: Knowledge of FAA's Acquisition Management System processes and products desirable; Knowledge of NAS Enterprise Architecture desirable; Applied experience using System Architect, DOORS, CORE, and Cameo highly desirable; Experience in integrating new systems into the NAS desirable; Demonstrated technical leadership in FAA's NAS modernization programs desirable; Requirements development, concepts definition, needs and function identification, modeling, decomposition in the federal government space; Knowledge of Model Based System Engineering/Digital Engineering (MBSE/DE); Performance modeling, analysis, and determination; Knowledge of Configuration management, alternatives identification, and analysis; Proficiency in Microsoft Office Suite, including Excel, PowerPoint, and Word; Strong oral, written and interpersonal communications skills; Customer-service and goal oriented. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
