Job Description Position Title: Key Personnel Operations Program Assistant Grade-level Equivalent: GS 9/8 Clearance Requirement: Secret Period of Performance (o/a): August 2024- January 2027 Place of Performance: Washington D.C. Telework Designation: Situational T elework Manager: Senior Program Manager / Deputy Program Manager Expected Travel: 1 TDY trip annually BACKGROUND: Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected federal contracting firm based in Washington, D.C. seeks a highly qualified individual to serve as Operations Program Assistant in support of the United States Agency for International Development (USAID) Africa Bureau. The Operations Program Assistant (OPA) will report to the Senior Program Manager (SPM) and work closely with the Deputy Program Manager/Operations (DPM/OP) DPM/OP, and Financial Analyst (FA) to provide overall operational, recruitment, office management, and travel support. The OPA will provide support to the contract by performing a variety of complex and routine operational and analytical duties. These duties range from administrative-type tasks such as managing the Africa Bureau Satellite Office and reservations process, scheduling briefings and meetings, arranging travel , maintaining program files, managing meeting agendas and minutes, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents , designing and maintaining spreadsheets and tracking systems , developing various documents necessary for internal and external reporting and coordination , and doing various aspects of event planning for Africa Bureau clients . The OPA ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID policies and guidelines, and corporate practices and procedures. DUTIES AND RESPONSIBILITIES , include but are not limited to: Manage overall AFR Satellite office space and team use of the space , including day - to - day upkeep of office, inventory of supplies and equipment, troubleshooting issues, working with vendors as needed to implement maintenance and repairs, proactive planning to order and receive supplies , and implementation of any public health guidelines or protocols . Manage efficient data collection on day-to-day use of office, including analytical products and reports as needed for client reports. Manage, evolve and improve, as needed, the reservation system and protocol for use of the AFR Satellite Office for office space reservations , meeting s , and events . A ssist with the planning and l ogistics of events both at the R ISSA Office and offsite. Liaise with building management to troubleshoot issues and ensure smooth management and regular and e ffective communication . Ensure compliance with all building regulations and efficient utilization of building amenities ( to include use of shared spaces, recycling program and other sustainability initiatives). Proactively manage daily and recurring tasks and responsibilities as described above; checking in with the Key Personnel Team daily to convey progress, submit work products for approval, or seek assistance in resolving issues. Attend regular and ad-hoc meetings with client and team members; prepare agendas , take meeting minutes, and manage taski ng of action items from those meetings . Work collaboratively with the Key Personnel team a nd subcontractors to ensure the smooth delivery of resources, deliverables, and clear communication to USAID AFR colleagues and stakeholders. Communicate regularly with RISSA team m embers to process monthly reports and track data indicators. Support RISSA resource requests and assist with recruitment and onboarding of new RISSA team members. Required Skills Qualifications: Bachelor's Degree + two years of relevant work experience Ability to obtain a SECRET clearance Positive and professional attitude and demeanor Strong oral, interpersonal, and written communication skills Strong sense of initiative and teamwork Ability to handle effectively and concurrently multiple tasks and projects Excellent anticipatory skills and proactive approach to work Strong prioritization and organization skills to meet deadlines Detail-oriented and interested in producing quality work product Demonstrated computer literacy (Microsoft and Google suites , strong competency in Excel )
Analytical skills; ability to present data in reports Interest in the implementation of international development programs and the role of institutional contractors in delivering this aspect of U.S. Foreign Assistance Interest in developing program management skills; personal motivation to learn and grow professionally . Desired Skills USAID, implementing partner or other international development experience.
