Job Summary
GENERAL DESCRIPTION:
This is a highly responsible professional position with work involving public relations, communication strategy, community relations, marketing, promotional activities, special projects, event coordination, and other department initiatives. Public Outreach Liaison for UF/IFAS Extension. The employee's leadership and vision are key components to ensuring an engaged and informed community through strategic, consistent, and frequent communication. The person assigned to this position will work closely in collaboration with the Communications Department to facilitate the development of public trust and confidence in the UF/IFAS Extension Department.
Essential Job Functions
ESSENTIAL JOB FUNCTION:
Responsible for marketing and communication
Develop, Coordinate and Represent the Department and County at County events such as Project meetings, Ribbon Cutting and Public Meetings.
Maintain and provide project reports to Commissioners, Administration and Communications.
Compile data and statistics for use in creating department talking points, speeches and media responses working in collaboration with the Communications Department.
Write press releases, advertisements, interview responses, speaking points, award submissions and other relevant materials highlighting department accomplishments and initiatives.
Liaison to the Communications Department.
Conduct research and prepare written summaries as requested.
Create regulatory and compliance reports, track and compile data and prepare reports of data results.
Develop public education campaigns and related content (video, written digital, etc).
Create, implement, and monitor educational, outreach and promotional programs and events.
Research, compile, and analyze data for special projects and reports.
Create social media posts and advertisements in coordination with the Communications Department.
Communicate with residents and respond verbally, in person, and in writing to telephone or on-site inquiries.
Attend meetings or events as needed to gather public input, promote projects, etc.
Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures.
Perform other job-related functions as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
Considerable knowledge of businesses, community organizations, other local governments and their efforts; graphic arts, photography, printing and publications procedures.
UF/IFAS Extension operations and terminology.
Modern record-keeping and recording methods.
Advanced knowledge of computer applications including, but not limited to, Outlook, MS Word, Excel, Publisher, PowerPoint and social media applications.
Ability to:
Interact in a positive, professional manner with various populations such as: colleagues, community volunteers, students, businesses, agencies and professionals.
Understand technical issues and develop communication strategies for the same.
Develop and maintain newsletters, press releases, articles, guest editorials and other written documents.
Present project ideas and proposals graphically, orally and in writing to staff, the BOCC, other governmental agencies and the public.
Establish and maintain effective working relationships with staff, consultants, County officials, employees, BOCC and the public.
Prepare clear and comprehensive professional decisions in the resolution of department problems.
Foster teamwork and work cooperatively and effectively with others to set goals, resolve issues, and make decisions that enhance organizational effectiveness.
Research, compile and analyze data for preparation of periodic and annual progress reports and presentations.
Understand and prepare technical reports including statistics.
Work as part of a team.
Perform all activities without daily supervision.

EMERGENCY MANAGEMENT RESPONSIBILITIES: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situations and are expected to perform emergency service duties, as assigned.
ESSENTIAL PHYSICAL SKILLS: Indoor and outdoor environments; work alone and as a team; travel from site to site. Ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. Good vision and hearing with or without correction. Ability to speak and write clearly and concisely. Use of both hands and fingers with dexterity.
ENVIRONMENTAL CONDITION REQUIREMENTS: Must be able to move from one environmental condition to another frequently.
WORK HAZARDS: May work in areas exposed to construction equipment, falling objects or natural hazards such as insect or animal bites. May be exposed to noise, dust, inclement weather conditions, and potentially hostile environments.
SAFETY EQUIPMENT USED OR NEEDED: Rain gear, safety vest, and other PPE as required.

As a requirement of County employment,County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator. During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

Qualifications
MINIMUM QUALIFICATIONS:
EDUCATION: Must possess a Bachelor's Degree in Communications, Education, Business Management, Public Administration, Marketing or a closely related field.
EXPERIENCE: At least three (3) years progressively responsible experience in education, marketing or public relations.
NOTE:An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.
Licenses, Certifications, or Registrations:
Valid Florida driver's license with a clean driving record and the ability to drive.
