Job description

Duties PRIMARY PURPOSE: To serve as a second level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Commando Development Center (ACDC) for the Air Force Special Operation Command (AFSOC). DUTIES: Plans, organizes, and directs the activities of the Air Commando Development Center, ensuring that the Air Commando Development Center (ACDC) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Air Commando Development Center with a variety of installation and functional area organizations. Represents the Center at executive level meetings within the government, with higher headquarters, and with contractor/industry representatives. Oversees and controls the development and implementation of complex support systems to include policies, programming, Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Letters of Agreement (LOAs), and Program Objective Memorandum (POM) for classified, compartmented special access programs and operations. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED): This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. The duty of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve") Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non- disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions, particularly pertaining to Force Development, Education, Training and Exercise methodologies; and in-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions, particularly pertaining to Force Development, Education, Training and Exercise methodologies. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation. Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
