Summary You will serve as the Director, Strategic Planning - CONUS PDC3 in the Planning, Design & Construction Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties You will serve as the Lead Planner for the Command and provide support to the community of planners across Command Directorates and Divisions to ensure there is a community framework that sets training, professional development, etc You will actively supervise a technical staff comprised of civilians, assigning work, reducing or eliminating bottlenecks or barriers to production, and promoting team building. You will be the Command's authority for strategic and project planning, as well as technical support, direction, and expertise for all issues related to the production of a variety of strategic/project planning products and services. As a recognized expert in strategic planning, you will represent the Command on various DoN and NAVFAC working groups, taskers, and site visits that are concerned with long-range real property facilities infrastructure planning. You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This position requires current registration as a Professional Engineer (PE) or Architect (RA) or AICP certification if applying as a Community Planner. Qualifications Selective Placement Factor (SPF): If applying for this position as a General Engineer (0801) or Architect (0808), you must have a current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. If applying as a Community Planner (0020), you must have an American Institute of Certified Planners (AICP) accreditation. Note - if you meet this requirement, you must provide a copy of your current registration/accreditation with your application. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying knowledge of functions, principles, practices, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning; 2) Providing subject matter expert-level input on the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support operations; 3) Conceptualizing, developing, producing, understanding, and using plans, models, maps, and analytical/graphical software, to produce drawings, specifications, and other technical documents; and 4) Applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance. Applicants for the 0020 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
B. You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
C. You have a combination of education and experience where your courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
