Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties You will perform foot or vehicle patrol of perimeters, roadways, parking, and other high traffic areas to confirm the entry control process is run following established procedures and regulations. You will control, prepare, issue identification badges, cards, and passes that allow access of visitors, contractors, foreign nationals, government agents, elected officials, media representatives, and DV personnel on to the installation. You will check credentials of personnel or vehicles to control access to base posts, buildings, private property, or restricted areas. You will observe the behavior of all persons in the vicinity, endeavors to detect suspicious and abnormal behavior, and stops, questions, and detains persons when probable cause exists to do so. You will conduct periodic parcel, package, container, and equipment checks following prescribed procedures. You will take action in the event of emergency situations as a part of the installation response capability. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Males born after 12-31-59 must be registered for Selective Service. This is a bargaining unit position. You will be required to possess and maintain a current valid United States driver's license. You will be required to successfully complete a pre-appointment physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition. This position has a maximum entry age of 37. Candidates that will be older than 37 at the time of appointment will require an age waiver. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Screening and/or inspecting personal and commercial vehicles requesting installation access; 2) Controlling personnel access by verifying identification/credentials; 3) Patrolling buildings or perimeters for suspicious activity; and 4) Maintaining desk logs, desk journals, and pass-down logbooks to document security events. Education This job does not have an education qualification requirement. Additional information The Command is authorizing 25% of total salary be paid for 4 years with a 4 year- service agreement. Permanent Change of Station (PCS) is authorized. This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. A 40 hour work week is typical for this position. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Required to wear a uniform and comply with grooming standards in accordance with Commander, Navy Installations Command (CNIC) directives. Must be able to certify and/or re-certify in the use of all security guard equipment. Required to receive training on the use of oleoresin capsicum (OC) spray (pepper spray) in a controlled training environment, to include the experience of receiving the spray to the facial area. Incumbent must pass all weapons qualifications prior to assigned duties and responsibilities and must pass re-qualifications as required. Incumbent must be able to read, write and speak English. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. PHYSCIAL DEMANDS
The work requires regular and recurring physical exertion such as long periods of standing, walking,
driving, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when pursuing and detaining suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings, or walking foot patrols in and around large buildings. Some security guard positions may require common physical characteristics and abilities in agility and dexterity and the strength to pursue and detain uncooperative suspects. WORK ENVIRONMENT
The work environment regularly involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions. Guards perform their duties in locations where persons may be armed while attempting criminal activity, espionage, subversion, sabotage, and terrorism directed against the Navy installations, which can lead to assault with or without a weapon in order to avoid arrest.
