Job description

Duties You will manage fundamental research grants and organize regular project reviews. You will convey success and progress via monthly reports and global technology awareness reports. You will build relationships of trust with international science and technology leaders. You will establish and maintain a global science and technology network and identify innovative international research initiatives. You will conduct liaison visits (virtually and in-person) to international research institutions. You will attend workshops and conferences to maintain awareness of global science and technology. You will identify and facilitate mutually beneficial opportunities for science and technology engagement with international partners. You will actively connect international experts with NRDE experts and facilitate effective technical interchange. You will facilitate submission of strong technical proposals and evaluate scientific concepts and proposals to identify potential grant awardees. You will coordinate co-funding from other resource sponsors for selected proposals. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time. If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months. Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. Tour of duty will be for 36 months with the possibility of a 2 year extension based on performance and an invitation from ONRG. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NP-03 pay band (GS-11/13 grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) in-depth experience in performing basic and/or applied research; 2) applying expert level knowledge and skills in developing and managing fundamental research programs; 3) evaluating new and emerging scientific concepts and technologies and; 4) communicating and working with technical specialists from a variety of disciplines to develop and execute science and engineering plans and programs. The specialized experience must be in Autonomy/AI Naval Aerospace Directed Energy & Kinetic Systems, C5ISR/Naval Space Human & Biological Systems Manufacturing Materials, Naval Engineering Ocean, Atmosphere, & Space Power & Energy Undersea Systems.
