Job description
Duties DUTIES AND RESPONSIBILITIES: Behavioral Health Clinical Practice The incumbent plans and performs both individual and group psychotherapy on a regularly scheduled basis. Also conducts a wide variety of interviews and crisis intervention sessions on an as-needed, unscheduled basis. Promotes and facilitates multidisciplinary (interprofessional collaboration) treatment approach to care for detained non-citizens. Incumbent serves as chair for unit team and in developing, implementing, and assessing program needs and goals. The incumbent is directly responsible for development, evaluation and coordination of residential and nonresidential treatment programs (if applicable) and for designing individual treatment plans. Treatment modalities and techniques used include (but are not limited to) behavior therapy, cognitive behavioral therapy, insight-oriented psychotherapy, behavioral group psychotherapy, solution-focused therapy, bio-feedback, crisis intervention, assertiveness training, social skills therapy, substance abuse education, individual psychotherapy, pre-release planning, etc. Serves as a behavioral health, serious mental illness (SMI) and substance abuse consultant within the facility. Conducts mental health assessment, evaluation, and diagnosis of detained non-citizens (including the utilization of the DSM-V to formulate findings). Utilizes the electronic medical record (EMR) to complete clinical documentation, and to review and process telephone encounters, etc Provides referral, identification, and evaluation for those identified as having a serious mental illness using Mental Health Review form (IHSC-883). Works in conjunction with ICE/OPLA to manage serious mental illness (SMI) caseload. Behavioral Healthcare Planning, Evaluation, and Development Coordinates with CD, Health Service Administrator (HSA), Regional Behavioral Health Consultants (RBHC), Behavioral Health Clinical Consultants (BHCC), and Psychiatric Services Program (PSP) in responding to Civil Rights Civil Liberties (CRCL) findings. Collaborates with the CD/or designee in providing behavioral health education and guidance to staff related to the care of Chemically Dependent detained non-citizens. Reviews reports (i.e., Executive Dashboard) and communicates regularly with CD, HSA, PSP, and BHU HQ team on trends, issues, challenges, etc. and impacts on behavioral health operations at the facility level (including, but not limited to, Access to Care, Productivity, Suicide Risk management, etc.) and work collaboratively to address the same. Performs other duties and responsibilities as assigned. Behavioral Health Care Coordination Maintains ongoing communication with physicians, PSP Providers, and Advanced Practice Providers (APP) and reports on the detained non-citizen's response to and/or compliance with prescribed medication. Serves as a source of expert advice and opinion, and demonstrates knowledge of research techniques and findings (particularly in the specialty program's area(s) of emphasis) as a consultant to colleagues and all other institution staff. He/she develops, implements, and evaluates mental health programs. Facilitates multi-disciplinary treatment (MDT) team meetings using a collaborative approach to plan and implement treatment for detained non-citizens identified with mental health conditions. Coordinates with BHU-HQ to facilitate the continuity of care of detained non-citizens. Performs other duties and responsibilities as assigned. Behavioral Health Consultation/Resources Serves as a source of expert advice and opinion, and demonstrates knowledge of research techniques and findings (particularly in the specialty program's area(s) of emphasis) as a consultant to colleagues and all other institution staff. He/she develops, implements, and evaluates mental health programs. Trains unit staff in how to recognize and deal with emotional, behavioral, and personality disorders and specifically, the behavioral health problems targeted by the specialty program. May be assigned as a member of institution committees whose tasks involve the preparation of institution policy. Will be needed to brief visitors, tour groups, and orient new employees on the mission and operation of the specialty program area for which incumbent is responsible. Performs other duties and responsibilities as assigned. Team Leadership/Supervisory Duties and Administration Responsibilities Serves as a field expert on BHU policy administration, implementation, and review for accreditation compliance. Serves as a first line supervisor of staff. Plans, schedules, assigns, and directs work; ensures adequate training of staff; exercises complete administrative control over subordinates; and carries out program policies. Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC. Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position. Required to walk unaided at a normal pace for up to 5 minutes and maintain balance. Required to walk briskly/jog up to quarter mile. Required to perform CPR/emergency care while standing or kneeling. Must have the ability to assist sick, injured or aging detained non-citizens or staff exiting the building (may require lifting, pulling, wheeling, or carrying someone who weighs significantly more oneself to safety) Must be able to see, hear and smell with aids if necessary. Must easily alternate between kneeling and standing. Must be able to lift, push, or carry 30 pounds. Sitting and/or standing for extended periods of time 6-8 hours . Must perform the duties of job in a stressful and often austere environment without physical limitations. Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Clinical Psychologists require successful completion of a PhD or PsyD in Clinical Psychology from an accredited graduate program. A graduate program in Clinical Psychology accredited by the American Psychological Association is preferred. Psychologists must hold a full, current and unrestricted licensed by a State or Territory at the Doctoral level for psychologists. The Clinical Psychologist license must be maintained in a permanent, full, independent, and unrestricted status during the term of employment. This position requires clinical privileging by IHSC. -OR- Clinical Social Workers require successful completion of a Master's Degree in Social Work (MSW) from a graduate program in social work accredited by Council on Social Work Education (CSWE). Licensed Clinical Social Workers must hold a current, active, valid, and unrestricted clinical license to practice clinical social work independently, offered by a U.S. State, the District of Columbia, Commonwealth, territory, or jurisdiction is required. The clinical social worker license must be maintained in a permanent, full, independent, and unrestricted status during the term of employment. The clinical social worker license must be the highest clinical license of clinical social work designated by the licensing board where it was received. This position requires clinical privileging by IHSC. Minimum of 7 years post-licensure clinical experience providing independent clinical assessment, diagnosing using the DSM-V-TR, and developing clinical treatment plans without supervision. Minimum of 3 years administrative experience in a supervisory capacity. Provide documentation/transcripts demonstrating clinical work within completed graduate program as requested. Require completion of 20 hours of Continuing Education Units (CEUs) annually approved by the American Psychological Association (APA) or the National Association of Social Workers (NASW). Additional CEU hours may be obtained by another sponsoring equivalent. Must maintain membership with licensing board associated with clinical license and submit required completion of CEUs to the licensing board annually as required. Membership with the state or territory clinical licensing board is required. Knowledge of specific functions of mental health and psychopathology to include, but not limited to: Observation, Description, Evaluation, Interpretation, Diagnosis, and Treatment. Knowledge of the indications and contraindications, complications and techniques in the various psychiatric treatment and diagnostic modalities. Knowledge of and experience in techniques of various evidenced-based treatment modalities (i.e., group treatment, individual cognitive behavioral therapy, trauma-informed care etc.) BLS certification and completion of annual trainings to maintain competency and licensure.
