Job description

Duties Serve as a senior financial management analyst, accounting and budget disbursement, with responsibility for planning, programming, budget formulation, presentation, and execution. Provide technical advice and guidance to other analysts and managers engaged in the execution of the mission. Apply comprehensive knowledge of related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution in principles and objectives of planning, programming, and budget administration. Apply financial management principles, theories, and techniques to independently perform system development efforts, system maintenance, organization, financial and management resources for application to the USSOUTHCOM Debit Card Program. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This is a Financial Management Certified position, incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 2 years of appointment. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience with understanding of principles and objectives of planning, programming, and budget administration; application of related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution; planning, programming, and funds control for various types of funding (e.g. Operations and Maintenance (OMA), Counter Narcotics (CN), Defense Security Cooperation Agency (DSCA),and other contingency funds. Track requirements, plans, and budgets through financial systems; Compare obligations and expenditures with budget estimates and measure the effect of deviations on the achievement of target goals. Develop systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
