CLEARANCE REQUIRED : TS/SCI PRIMARY DUTY RESPONSIBILITIES: Plan, coordinate, seek resourcing for and facilitate the execution of PR and NAR activities in the SOUTHCOM AOR by assisting other members of Southern Command, HHQ, and supporting Government agencies with understanding their roles and responsibilities in the AOR. Coordinate with USSOCOM and forecast formal training requirements for SOUTHCOM personnel. Develop and maintain network relationships with POCs across the US Government Departments, Law Enforcement, Interagency, and Partner Nation peer entities supporting the SOUTHCOM PR and NAR program. Conduct quarterly analyses of USG PR capabilities, identify PR coverage gaps in operational areas and identify potential areas of interest where conventional recovery methods are not feasible. Track SOF operations and sensitive activities that occur in hostile or non-permissive environments throughout the AOR and identify tactical and operational risk mitigation techniques. Collaborate in a Joint Interagency, Intergovernmental Multi-national Environment to establish PR and NAR solutions for high-risk DoD personnel operations in challenging environments. In coordination with J3X, assist in identify PR and NAR requirements and the development of CONOPS through SOUTHCOM J35 PR/SAR, the JPRA, US AFNORTH, and the Regional Security Officer (RSO) within embassies and consulates in the SOUTHCOM AOR. Build tailored annual or "as needed" PR, NAR, and SERE briefings for SOUTHCOM personnel on threats in their mission areas and the necessary strategies to facilitate recovery in those areas. Conduct reintegration planning and execution tasks for the US SOUTHCOM AOR to include reintegration briefings. In coordination with SOUTHCOM J8, forecast and track all PR and NAR-specific expenditures. Provide support for up to 4 exercises and contingency operations annually that are approximately 4 days in duration each including flexible work hours and shift work that exceeds 8 hours/shift or event. RELEVANT EXPERIENCE: Active Top Secret/SCI clearance required,10+ years of applicable experience supporting PR/NAR support activities in the DoD environment. Familiarity with PR/NAR budgeting and forecasting tools and processes as well as hands-on expertise supporting PR/NAR training requirements. EDUCATION/CERTIFICATION: BA/BS degree in a technical field. 6 years' work experience may be substituted for a Bachelor's Degree. Required Experience: Possess a minimum of 3 years performance as a member of a Personnel Recovery Coordination Cell or Joint Personnel Recovery Center. Possess a minimum of 3 years conducting personnel recovery planning and execution services in a U.S. code Title 22 (Chief of Mission) environment. Completed SERE Level C training that included Peacetime Governmental Detention and Hostage Detention Resistance Training Labs IAW Joint Personnel Recovery Agency training standards. Government pistol (9mm), commensurate to the level of training provided to Department of Defense (DOD) employees in accordance with FM 3-23.35. In accordance with DODI 3020.41, the USSOUTHCOM Commander may authorize a weapon and ammunition to be issued for individual self-defense, IAW U.S., Host Nation, and international law; relevant Status of Forces Agreements or international agreements; or other arrangements with local Host Nation authorities. Certificate of training shall be provided to COR upon training completion. Desired: 7th Special Forces Group experience SOUTHCOM experience Personnel Recovery 102, Fundamentals of Personnel Recovery Personnel Recovery 106, Reintegration Team Responsibilities Personnel Recovery 300, Personnel Recovery Execution Personnel Recovery 350, Personnel Recovery Planning (previously 301) Completed Specialized Escape Training SERE 250J or SERE 350 Completed Joint Urban Evasion Training Instructor Course SERE 271 Graduate of PR 303 - Non-Conventional Assisted Recovery Plans and Operations, as required, available through Joint Personnel Recovery Agency's Personnel Recovery Education and Training Center (PRETC).
