Summary You will serve as a PHYSICAL SCIENTIST in the Environmental Business Line of NAVAL FAC ENGR CMD EUROPE SW ASIA Naples, Italy. Duties You will advise scientists and engineers on environmental policies to ensure operations are in compliance with environmental regulations. You will conduct environmental quality assessments of programs to determine compliance with mission objectives and set regulations. You will confer with other organizations to resolve program concerns. You will collaborate with others outside and inside of the organization to resolve technical problems or concerns. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months. Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided. Field visits may require the use of personal type safety equipment such as hard hats, safety shoes, protective eyewear and, on rare occasions, gas monitors and protective clothing. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Assignments can require long hours and significant travel. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Visits may involve working facilities with high noise levels, open tanks, controlled production processes, chemical handling areas, and damp and unheated spaces. Work may require climbing heights, such as storage tanks Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience may include: 1) Ensuring command compliance to federal, state, and local environmental planning protection regulations, policies and procedures;
2) Managing environmental projects and programs to support and sustain the commands environmental missions and multi-media environmental compliance on specific functions (i.e. drinking water, wastewater, hazardous material, pollution, air, etc.);
3) Developing alternative processes and procedures for deficiencies identified during environmental inspections;
4) Assessing the impact of conditions and actions on public safety, ecology, and environment involving matters directly or closely related to public welfare and protection;
5) Understanding the organization's financial processes/systems in regard to planning, programming, budgeting and execution of the environmental programs. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Conditions of Employment Cont: Work is mostly sedentary, however some bending, walking and climbing is required to do environmental fieldwork including inspections and site visits, in and around industrial work areas, material storage areas waterfront facilities, outfalls, wastewater treatment facilities and pump stations. The majority of work is in an office setting; however the incumbent will be required to travel throughout the AOR to conduct site visits, inspections and audits throughout the year. This work may be in harsh environmental settings, including adverse weather conditions (hot humid climates or heavy rainfall), working in areas with poisonous snakes, plants, and/ or insects, and contagious diseases. Visits to wastewater treatment plants could require the incumber to work in areas with the presence of infectious bacteria, or emission of hydrogen sulfide or other noxious odors or toxic gases. The incumber must be knowledgeable of protective safety practices require to work in and around facilities and construction sites. Field visits may require the use of appropriate safety and personal protective equipment (PPE) such as hard hats, safety shoes, protective eyewear and on rare occasions, personal gas monitors and protective clothing.
