Summary You will serve as a SHIPBUILDING SPECIALIST in the Waterfront Operations Department of FORWARD SHIP SUSTAINMENT NAPLES. Duties You will perform long range planning, estimating and accomplishing technical analysis of customer and contractor proposals as well as quick response waterfront support. You will coordinate ship system overhauls to ensure completion within the production schedule. You will establish program objectives, requirements, schedules and courses of action required to meet mission requirements and attain production objectives. You will serve as primary point of contact, liaison, and negotiator between command, customers, and other government agencies to ensure execution of projects. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time. If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months. Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. You will be required to successfully complete a pre-appointment physical examination. Incumbent may be required to be Non Destructive Testing (NDT) qualified or complete Weld/Braze Workmanship training for welding inspections. The incumbent will be required to pass a near distance vision test annually (J-1 Jaeger or equivalent) with no color deficiency. Incumbent is required to satisfactory complete the CNRMC workforce development training. The position also requires computer training and operation of Navy unique programs/systems and incumbent possess a motor vehicle operator's license to perform inspections at contractor facilities. Incumbent may be required to be National Association Corrosion Engineers Coating Inspector Program 1(NACE CIP1) qualified or The Society for Protective Coatings NAVSEA Basic Paint Inspector (NBPI) certified for paint coating inspections. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Recommending alternatives to assist in solving technical problems associated with all facets of ship maintenance;
2) Developing work specifications, detailed reports and statements of work to support the planning of shipbuilding, ship repair, and modernization availabilities;
3) Reviewing and invoking technical requirements to ensure compliance with appropriate shipbuilding procedures, contracts and specifications during the planning and execution stage; and
4) Providing oversight of shipboard production work to ensure projects are completed according to schedule, work specification and quality.
