Job description

Duties Perform system and software engineering required to support the acquisition and life cycle management of systems which involve the design, integration, test, and management of complex systems. Provide technical evaluation of contractor's performance and acts as the technical lead for the Government's acquisition team. Serve as a lead technical representative at progress reviews, design reviews, acceptance testing, and technical interchange meetings with contractors. As a member of a project team, prepare technical sections of acquisition packages (Request for Proposal (RFP for assigned projects. Prepare coordinated tests plans (CTP), decision documents, and associated resource to include budget estimates. Serve as subject matter expert (SME) providing advice, consultation, and technical documentation (synopses and point papers) to engineers, project directors, and management on designated specialty areas as required. Acq Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Practitioner-ENGINEERING AND TECHNICAL MANAGEMENT) certification within 60 months as of entrance on duty. This position is CRITICAL-SENSITIVE (CS)/HIGH RISK requiring a Top-Secret security clearance and personnel must pass a drug screening prior to hiring and thereafter. This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement. This position requires pre-employment financial disclosure and annually thereafter. This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time. Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirements (IOR) For Engineering Positions: Basic Requirement for 800 Series Computer Engineer, Electronics Engineer: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Official Transcripts must be submitted with conferred date.) OR B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. (Official Transcripts must be submitted with conferred date.) 4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) (Official Transcripts must be submitted with conferred date.) Basic Education Requirement for Operations Research Analyst- 1515. Degree: Bachelor's degree (or higher degree) in operations research. OR A bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Official Transcripts must be submitted with conferred date.) Basic Requirement for Computer Scientist 1550: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (Official Transcripts must be submitted with conferred date.) You must submit a copy of ALL your transcripts with the application package, which includes your bachelor's transcripts even if you have a Master's degree. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience : In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Performing system-level documentation tasks through a phase-in systems approach for the product life cycle. 2) Providing technical engineering support for an assigned program involving systems engineering techniques or computer science technologies. and 3) Assisting in developing long-range technology program plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
