Job description

Duties You will perform planning, analysis, development, implementation, maintenance, and enhancement of information system security programs, policies, procedures, and tools. You will develop policies and procedures to ensure information system reliability and accessibility, and to prevent and defend against unauthorized access to systems, networks and data. You will conduct risk and vulnerability assessments of information systems to identify vulnerabilities, risks and protection needs. You will ensure rigorous application of information security/cyber security policies, principles, and practices in the delivery of all IT services. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This is a Cyberspace Workforce position, work role code (441), proficiency level (Advanced) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures that users and system support personnel under their purview have the necessary resources to be successful in supporting the Information Technology requirements of their assigned lab(s), program(s) or Command. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Working with DoD networking partners and customers. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing tasking and technical direction/oversight for the efforts of a large team of technical and functional specialists with specific focus on embedded Information Technology professionals assigned to RDT&E environments and acquisition programs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Providing expert consultation to support the continuing operations of key network systems for the Command and supported programs, and applies expert knowledge of these systems, designs and interfaces to troubleshoot and find both near-term and long-term solutions. In addition to experience demonstrating the four competencies above, your resume must demonstrate that you have one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1)Securing Operating Systems (OS), operating system data, as well as data in transit through an OS' various output/input interfaces, performing design; 2) development, integration and evaluation of security policies and procedures on training and simulation software systems; 3) developing policies and procedures to ensure information system reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data, 4) conducting risk and vulnerability assessments of information systems; 5) developing information system security contingency plans and disaster recovery procedures for systems.
