State EMS Emergency Manager

Office of Emergency Management - Global Medical Response

Position Overview:

This critical position performs advanced and/or supervisory emergency management and public safety program coordination work administering the daily operations and activities of the Office of Emergency Management logistics section. OEM supports any emergency incident requiring emergency management support or deployment of the National Command Center for federal assistance or internal operations. Duties involve establishing goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating logistics section activities. This position is based in the National Command Center (NATCOM) and is expected to work extended hours during disaster response in support of 24-hour operations.

Primary Duties and Responsibilities:

Job responsibilities are very broad and may include anything needed to set up and maintain emergency/disaster operations and necessary support facilities:

Establishing, tracking, and managing projects to successful completion.

Communicating status, issues and risks to directors and senior executives

Create and review comprehensive logistics documents.

Plans, assigns, and supervises the work of others. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment. Works extended hours as needed. Provide guidance and input for payroll/scheduling tasks.

Develop and maintain a robust resource ordering process.

Assist in development of annual budgets and work within the allotted budget.

Develop and train a logistics management team for NATCOM and Incident Management Team. Must be able to support multiple events simultaneously with great geographical separation.

Coordinate with GMR departments responsible for contracting and procurement of emergency response assets.

Oversee the proper management and constant readiness of all specialized support vehicles, assets, and related equipment.

Develop SOP's and step by step guidance for all specialized support equipment

Coordinate with National Fleet Director to continually improve the OEM reserve ambulance fleet

Maintains national fleet and vehicle records

Ensure proper maintenance and repair schedules for fleet of vehicles, trailers, and other equipment

Develop driver/operator programs and resources for sustainment and broad deployment capabilities

Develop and sustain comprehensive logistics support teams for safe and efficient operations of all specialized support resources

Works closely with the OEM Program/Project Manager to ensure alignment with the comprehensive OEM programs, processes, and policies.

Actively coordinates and confers with all OEM personnel to provide subject matter expertise in logistics and contribute to overall success of the emergency management program.

During times of emergency or disaster this position must be prepared to function within AMR's National Command Center (NATCOM) structure or the Branch Logistics Section

Ability to report for duty within four (4) hours for greater than thirty (30) days in support of operational objectives.

Coordinate/manage multiple warehouse/cache operations, including shipping, receiving, operation of industrial material handling equipment, such as forklift and pallet jack, and responsibility for warehouse safety.

Manage lifecycle of inventory in state warehouse locations, including inventory management, equipment maintenance, and general resource management.

Verify compliance with all federal, state, and local grants and contracts as well as Memoranda of Understanding (MOU) for incident management logistics and operations.

Travel as required to maintain consistency of cache sites and warehouses.

Adhere to company policies and procedures.

Lead assigned personnel: Influence, develop, guide and direct assigned personnel to accomplish objectives and desired outcomes in a rapidly changing, high-risk environment.

Communicate effectively:Use suitable communication techniques to share relevant information with appropriate personnel on a timely basis to accomplish objectives.

Ensure documentation is complete and disposition is appropriate.

Communicate and ensure understanding of work expectations within the chain of command and across functional areas.

Administer and/or apply company/department policy, contracts and agreements.

Gather, analyze, and validate information and make recommendations.

Utilize information to produce deliverable results.

Take appropriate actions based on assessed risks.

Modify approach based on evaluation of situation.

Follow established procedures and/or safety procedures relevant to given assignment.

Physical requirements include lifting up to 50 pounds occasionally. Subject to handling, vision, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, kneeling, bending, twisting, climbing, balancing and foot controls occasionally; crouching and crawling rarely. Tasks require prolonged periods of visual concentration.

Working conditions involve working outdoors in all weather conditions including extreme heat, humidity, cold, and precipitation. During emergencies, exposed to unsound structures, hazardous debris, and other hazards.

Minimum Qualifications:

Education/Licensing/Certification:

High school diploma or GED required.

Bachelor's degree preferred or equivalent combination of education and experience

ICS 100, 200, 700, and 800

ICS 300 and 400 within 1 year of employment

Knowledge and Skills:

Basic knowledge of building system solutions or business applications.

Collaborative, team oriented, people-focused and able to create visible value.

Demonstrated skill in the successful completion of multiple, simultaneous and rapidly emergent tasks and projects.

Ability to plan/manage projects, including cost, personnel and equipment needs.

Ability to analyze operations and organize their parts into a logical system.

Ability to write reports, business correspondence, and procedure manuals.

Ability to establish and maintain positive working relationships with front line team members, management, business units, vendors, suppliers and customers.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Effective oral, written and interpersonal communication skills.

Preferred Qualifications

Experience deploying to disasters and emergencies of national significance as an EMS provider, Incident Management Team member, military member, similar role or organization.

EMT, Paramedic, Nursing or equivalent emergency medical education.

Emergency Medical Services, Public Safety, or related operational experience.

Experience in materials management, supply chain management, or disaster logistics deployment

Working knowledge and experience with the following:Microsoft Office Suite (Excel, Word, Viseo, Powerpoint etc.)

Cloud based software platforms and technologies (Google, Smartsheets, and other emerging programs and practices)
