Job description

Duties Summary: The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families. Duties: Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Serves as technical expert on a variety of educational programs. Provides mass briefings and a variety of outreach and customer services duties. Performs a variety of administrative duties related to the educational counseling program. Requirements Conditions of Employment U.S. Citizenship is required. Males must be registered for Selective Service, see Legal and Regulatory Guidance. If authorized, PCS will be paid IAW JTR and AF Regulations. Work occasionally requires travel away from the normal duty station on military or commercial aircraft. Personnel data to which the incumbent has access are controlled by the Privacy Act of 1974 and must be safeguarded appropriately. Employee must be able to obtain and maintain a Secret security clearance. May be required to work other than normal duty hours, which include evenings and weekends. Salary range does not include locality pay. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants have a degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. Note: you MUST submit a copy of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military or private sector). Examples of specialized experience includes: 1) knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Standards for General Schedule Positions); 2) knowledge of a variety of academic, occupational, vocational, and career development resources(educational and/or community); 3) ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis; 4) ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis; 5) skill in conducting interviews and delivery of formal and informal presentations and briefings. OR EDUCATION: Applicants have successfully completed one (1) year of graduate-level education or superior academic achievement directly related to the work of the position. Note: you MUST submit a copy of your transcript(s). OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of experience and education and when combined equal at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). 3. Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis. 4. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. 5. Skill in conducting interviews and delivery of formal and informal presentations and briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
