Job description

Duties You will analyze a variety of multi-faceted problems, questions, and conditions associated with data life cycle management. You will provide analytic, subject matter, functional and technical expertise. You will correlate business processes and terminology to database and information system elements. Participates in special studies involving defining problems, developing alternatives and making recommendations. Requirements Conditions of Employment Must be a US Citizen. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Incumbent must obtain and maintain Data Management Association (DAMA) Certified Data Management Professional (COMP) Practitioner certification within 5 years of assuming the ACDS position. This position is designated as a Cyber Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 422 Data Analyst level intermediate within 12 months of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluating the effectiveness of data management procedures. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determining the correct data to use in response to a customer query. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Advising customers on data policies and procedures. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Researching data issues to find the root cause and recommend a solution. In addition to my experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of data management systems, structures and techniques, Federal and DoD Cyber and data security and privacy regulations and policies, scripting and query languages; 2) Performing enterprising data modeling to profile domain data quality and investigate erroneous, inconsistent data values or organization; to support training management business intelligence and statistical analyses/modeling; and provide support to the development/maintenance of training technology data; 3) Developing solutions to data problems; and 4) Advising personnel on data management concepts, principles, data assets, and data standardization methods. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This job does not have an education qualification requirement. Additional information Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF role of (422) Data Analyst at an Intermediate proficiency level. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements. Incumbent must obtain and maintain Data Management Association (DAMA) Certified Data Management Professional (COMP) Practitioner certification within 5 years of assuming the ACDS position.
