IT Finance Manager (Financial Administrator) Position Description

We are seeking three (3) IT Finance Manager (Financial Administrator) candidates to join our team. The selected candidates, due to the nature of the roles, will work onsite in Tallahassee, FL alongside the project team.

Summary:

The IT Finance Managers will be responsible for the day-to-day operations of the Disbursements, Revenue or Financial Reporting sections within Financial Management Services including assessing current financial systems, data structures, and processes to identify opportunities for improvement. This role requires a strong understanding of financial data, the current FLAIR system, and operations to facilitate a seamless transition to the new enterprise financial system. The successful candidate will leverage their financial acumen to analyze data, integrate financial systems, and optimize data warehousing for enhanced financial performance and reporting. This is an intermediate to advanced professional role.

Background:

The Florida Planning, Accounting, and Ledger Management (PALM) Project is replacing the State of Florida s current accounting system (FLAIR) with an integrated, enterprise financial management solution that will allow the State to organize, define, and standardize its financial management processes. The new statewide accounting system requires standardization across all agencies utilizing PALM to enable more accurate oversight of budget and cash demands, increase internal controls with the automation of business processes between Client and the agencies and reduce operational complexity. The Department has developed processes, procedures, interface systems, and internal databases to assist with the daily operations of the current accounting system. These procedures, processes, and interface systems will need to be reviewed, mapped, and reprogrammed to the new accounting system.

Overview for Financial Administrator

Contractor Personnel will assume the current duties of the Financial Administrators or section supervisors within the various sections of Financial Management Services including Disbursements, Revenue and Financial Reporting.

Oversee the integration of Florida PALM into the department's financial operations.

Conduct a thorough evaluation of existing financial systems and processes to determine compatibility with Florida PALM.

Collaborate with stakeholders to define functional and technical requirements for the new system.

Analyze financial data to plan and execute a seamless migration to Florida PALM, ensuring data integrity throughout the process.

Design and implement integrations between Florida PALM and other financial systems, including the development of data warehouses as needed.

Customize Florida PALM to meet the department's specific financial needs and processes.

Develop comprehensive financial reports and dashboards to support decision-making.

Create and deliver training programs to equip staff with the skills to effectively utilize Florida PALM.

Conduct rigorous testing to ensure the system's accuracy, reliability, and compliance with financial regulations.

Provide ongoing support and troubleshooting to address user issues and optimize system performance.

Duties and Responsibilities:

This role involves the strategic planning, design, and optimization of financial systems and processes to support organizational objectives. The Financial Administrator will assume the job duties of current section supervisors including required transactions being entered into FLAIR, job performance and decision-making. Additionally, this position requires the analysis, design, and implementation of financial applications to support financial operations and compliance.

Develops and implements data governance policies and procedures to ensure data integrity and security.

Designs, develops, and maintains financial data warehouses and reporting tools to support strategic decision-making.

Conducts in-depth financial data analysis to identify trends, patterns, and anomalies to inform financial planning and forecasting.

Develops and implements data migration strategies for financial systems and data to ensure data accuracy and completeness.

Integrates financial data from various sources to create a unified view of the organization's financial performance.

Develops and maintains financial reporting systems and processes to comply with financial regulations and reporting standards.

Provides technical support for financial systems and data to end-users.

Conducts ongoing evaluations of financial data systems and processes to identify opportunities for improvement.

Develops and implements financial data security measures to protect sensitive financial information.

Collaborates with finance and IT teams to ensure alignment of financial data systems with business objectives.

Conducts cost-benefit analyses of financial data projects to prioritize investments and maximize return on investment.

Develops and maintains documentation for financial data systems and processes.

Stays current with emerging financial data technologies and trends.

Minimum Qualifications and Experience

Must have five years of experience utilizing FLAIR including entering transactions.

Preferred Qualifications and Experience

A bachelor's degree in finance, accounting, or a related field and three years of experience in financial analysis, reporting, or systems implementation.

Strong understanding of financial systems, accounting principles, and reporting requirements. Experience with enterprise financial systems is preferred.

Proficiency in data analysis techniques to extract meaningful insights from financial data. Experience with data visualization tools to create informative reports and dashboards.

Ability to develop and maintain complex financial models to support financial planning, forecasting, and analysis.

Experience with integrating financial data from various sources into a unified system. Understanding of data mapping and transformation techniques.

Proficiency in financial reporting standards and regulations.

Experience with preparing financial statements and reports.

Strong analytical and problem-solving skills to identify and resolve financial data issues.

Effective communication skills to explain complex financial information to non-financial stakeholders.
