Job description

Duties Plans, organizes, and directs the activities within the Command, Control, Communications and Computers Directorate (CCJ6), ensuring the Data Office meets customer needs. Serves as the CCJ6 authoritative representative, Executive Data Officer (XDO), to USCENTCOM Chief Data Officer (CDO). Serves as principal advisor and technical expert on all matters pertaining to data science, data engineering, and data analytics within the directorate. Serves as an advocate for innovation in the Command, Control Communications, and Computers Directorate (CCJ6) Represents USCENTCOM Command, Control, Communications, and Computers Directorate (CCJ6) to a variety of USCENTCOM internal installation and functional area organizations as well as external government organizations, industry partners, and academia. More information on PCS requirements, may be found at: This posn is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, (cont'd) or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (cont'd) IAW, DoDI 3020-42, Defense Continuity Programs. The incumbent may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays to include overtime and/or emergency overtime. Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) on military or commercial aircraft and may require travel to the HQ USCENTCOM Area of Responsibility (AOR). A Bachelor of Science or Masters of Science degree from an accredited institution in computer science, information science, data science, mathematics, or similar area of study is highly desired Three years of experience with data exploration, data cleaning, data analysis, data visualization, and/or data mining is desired. Experience with distributed data and computing tools, and with visualization packages is highly desirable. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes applying multiple Information Technology disciplines to include cybersecurity, data management, software development, web design and application development, and network administration theories, principles, concepts, standards and practices; Planning and coordinating the development of data structures and access strategies; Executing the financial planning and programming processes, contracting methodologies, acquisition planning sufficient to identify and defend requirements, integrate activities, and lead teams to meet requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Information technology concepts, strategy, policies, directives, principles, guidance, procedures, techniques, and methodologies pertaining to the application of best practices, evolving mature processes, addressing emerging challenges, and innovative solutions to advance digital modernization and data management capabilities with an emphasis on innovative technology to support artificial intelligence and machine learning environments. Knowledge of current and emerging cloud and data technologies and ability to employ the cloud for data and applications. Integrate cloud solutions with information system functions, database management, data element standardization, data communications, and application programming interfaces (APIs). Knowledge and skill of a broad range of Department of Defense or private sector C4 systems, data science, data analytics, data engineering, machine learning, artificial intelligence, robotic process automation (RPA), and rapid application development concepts and platforms. Skill and ability to research and gather pertinent facts, including customer feedback, and use effective analytical and evaluative methods to accurately assess, correlate, and evaluate information necessary to make sound decisions regarding complex technical details. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. Ability to plan, organize, direct, and lead the functions and staff and/or study team tasked to originate new ideas, projects, and methodologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
