Job description

Duties Plans, organizes, and directs the activities of the Plans and Policy Branch of the Mobility Division. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Division and Directorate with a variety of tactical, operational and strategic level logistics and functional area organizations. Manages operational and strategic Mobility Initiatives to develop, expand, and exercise robust, capable, and reliable cross-border air, ground and sea lines of communication (LOCs) to enhance the CENTCOM theater distribution network. Provides mobility and distribution planning, policy and oversight for the development of operational plans (OPLANS), contingency plans (CONPLANS), the USCENTCOM campaign plan, country plans and exercises. More information on PCS requirements, may be found at: This posn is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments This position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement (con't) (con't) in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the (con't) (con't) USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. (con't) (con't) Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement (con't) (con't) acknowledging the position occupied is identified as a TDP. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military (con't) (con't) recall status if alternative for filling of the position during an emergency are not available. Work frequently takes place away from the normal duty station and requires in-depth USCENTCOM and AOR expertise which is critical to the successful completion of the work. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of strategic and operational logistics, mobility, and transportation planning in support of military operations. This includes an understanding of the principles and practices of logistics management, contingency planning, and force rotation support. Knowledge of coordinating logistics and transportation issues with the Joint Staff, Office of the Secretary of Defense, US Embassies, regional partners, Service Components, Defense Logistics Agency (DLA), and U.S. Transportation Command (USTRANSCOM). Knowledge of developing and implementing command policies, procedures, and priorities for mobility, transportation, and logistics within a complex organizational structure. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of strategic and operational logistics, mobility, and transportation planning in support of military operations. This includes an understanding of the principles and practices of logistics management, contingency planning, and force rotation support. Knowledge of coordinating logistics and transportation issues with the Joint Staff, Office of the Secretary of Defense, US Embassies, regional partners, Service Components, Defense Logistics Agency (DLA), and U.S. Transportation Command (USTRANSCOM) Knowledge of developing and implementing command policies, procedures, and priorities for mobility, transportation, and logistics within a complex organizational structure. Knowledge of safety and security regulations, practices, and procedures. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing to develop and deliver briefings, prepare detailed reports, and provide customer guidance and training. Ability to analyze complex logistics and mobility issues, identify problems, and develop effective solutions to enhance the distribution network, ensure compliance with the Commander's priorities, and make informed decisions that support operational and contingency planning. Ability to lead, mentor, motivate, and apprise a team within the Logistics and Engineering Directorate at the Combatant Command level. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
