General Description and Classification Standards

The purpose of the Airport Planning Manager, Senior is to manage and guide Department of Aviation Planning and consultant staff, as well as self-perform planning studies when necessary, in support of planning the future development of Hartsfield-Jackson Atlanta International Airport. The Airport Planning Manager, Senior is expected to have an in-depth, all-around understanding of airfield, terminal and concourse, facilities, passenger flow, and roadway issues at large hub airports. This understanding is to have been developed through personal, hands-on experience.

EXAMPLES OF ESSENTIAL DUTIES

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Proactively manage staff and consultants as required.
  • Demonstrate a technical understanding of how the airfield, terminal, concourses, and roadways function as a system at a large hub airport.
  • Be able to explain and analyze demand and capacity of any Airport system.
  • Have a firm understanding of how current and future Federal Aviation Administration and Georgia Department of Transportation initiatives affect any aspect of the Airport.
  • Guide the preparation, review, and critique of both staff-prepared and consultant-prepared reports, drawings, and other analysis.
  • Be able to self-perform analysis as required, including use of CAD software for preparation of simple drawings, spreadsheets for data manipulation, and other applicable software for document preparation; Be scope, schedule, and budget-oriented.
  • Be comfortable speaking in front of large groups about Airport subjects.
  • Be able to use any of the Microsoft Office products for performing work and preparing presentations.
  • Exhibit the ability to work alone or as part of an interdisciplinary team in a leading or support role.
  • Evaluate Airport tenant submittals (drawings, specifications, etc.) as part of the City's tenant review process.
  • Confidently interact with airlines and local/federal agencies on potentially contentious issues.
  • Guide, evaluate, and counsel staff as appropriate.
  • Assist in annual departmental budgeting.
  • Have the ability to independently conduct research.

Knowledge, Skills & Abilities

  • Has extensive knowledge of the principles, practices and procedures of the City and the operations and functions of the Aviation Department.
  • Has extensive knowledge of aviation planning, management, human resource management/personnel, and financial practices, policies and procedures as necessary in the completion of daily responsibilities.
  • Is able to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
  • Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the City.
  • Is able to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
  • Has thorough knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
  • Has knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental operations and activities.
  • Is able to effectively communicate and interact with government officials, consultants, subordinates, management, employees, and members of the general public.
  • Is able to assemble information and make written reports and documents in a concise, clear and effective manner.
  • Has good organizational, management, human relations, and technical skills.
  • Has the ability to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
  • Has the ability to comprehend, interpret, and apply regulations, procedures, and related information.
  • Has the mathematical ability to handle required calculations using statistical calculations. Is knowledgeable and proficient with computers.
  • Is able to read, understand and interpret FAA regulations, land use aeronautical charts, maps, personnel and financial reports and related materials.
