General Description and Classification Standards

Provides policy direction and strategic planning for the Airport's revenue cycle including revenue generation, budgeting and forecasting, strategic planning, and execution of sound fiscal policies. This is a high level of strategic and operations management position, reporting to a top department executive or a department deputy. This position manages the primary functions of the department, recommends operating policies and procedures subject to department executive approval.

Supervision Received

Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and would be considered 'upper middle' management.

Essential Duties & Responsibilities

These are the typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Provides policy direction and strategic planning for the Airport's revenue cycle including revenue generation, budgeting and forecasting, strategic planning, and execution of sound fiscal policies.
  • Provides strategic input into policy and strategy and drives tactical direction. Develops economic and financial trending data, metrics, and reports.
  • Reviews and approves billing databases to ensure accurate billings to airport's stakeholders.
  • Reviews revenues, accounts receivables, general ledger, and financial statements.
  • Reviews Airport's rates and charges to ensure full cost recovery and make recommendations to Sr. management and City Council.
  • Leads in the preparation of the annual external audit.
  • Manages the monthly, quarterly, and year-end fiscal close.
  • Reviews legislation and contract agreements to assess fiscal impact to the Airport.
  • Develops operating plans, forecasts, and reporting systems.
  • Manages the annual revenue budget preparation, submittal, and administration.
  • Selects, trains, develops, and manages staff.
  • Establishes internal processes, interprets, and applies organizational policies.

Decision Making Leadership Provided

Has formal supervisory authority over work group (typically at least 4-5 direct reports) to include discipline, performance management, scheduling, training, leadership, goal setting, etc.

  • Broad knowledge of internal audit function.
  • Advanced knowledge City financial policies/procedures and regulatory agencies.
  • Strong general accounting and GAAP knowledge.
  • Knowledge of Governmental Auditing Standards Board Pronouncements Advanced leadership and management skills.
  • Strong planning, organizational and presentation skills.
  • Ability to identify operating issues and apply long term solutions.
  • Self-starter with excellent problem-solving skills.
  • Decision maker able to develop necessary change policies and manage change implementation.
  • Ability to build strong relationships within the city as well as with outside agencies.
  • Ability to perform economic analysis and modeling
