General Description and Classification

The Construction Manager II for the City of Atlanta's Right of Way Permit Team holds a pivotal role in overseeing and managing the issuance of permits for activities within the public right of way. This position operates within the city's regulatory framework, ensuring compliance with ordinances, codes, and guidelines pertaining to construction, maintenance, and development projects within the right of way.

Supervision Received

The direction received is very general and focuses on results and is typically collaborative. Makes decisions on technical issues, diagnoses, or procedures in collaboration with supervisors or managers.

Essential Duties

  • Team Supervision and Leadership: Manage and lead the Right of Way Permit Team, including hiring, training, evaluating, and supervising staff members.
  • Permit Issuance Oversight: Oversee the process of issuing permits for construction, maintenance, and other activities within the public right of way in alignment with city regulations.
  • Policy Adherence: Ensure strict adherence to local ordinances, codes, and guidelines governing right of way usage, providing guidance and interpretation to the team and stakeholders.
  • Collaboration and Coordination: Liaise with internal departments, external agencies, contractors, utility companies, and stakeholders to facilitate smooth operations and resolve conflicts related to right of way permits.
  • Process Improvement: Continuously review and refine permit issuance procedures, implementing enhancements for efficiency, accuracy, and customer service.
  • Risk Management: Identify potential risks, mitigate issues, and implement strategies to minimize disruptions and conflicts arising from right of way activities.
  • Reporting and Documentation: Maintain accurate records, generate reports, and present findings to higher management or relevant authorities as required.
