General Description and Classification Standards

The Federal and Grants Administrator - Under the direction of the FTA and Grants Manager will coordinate with capital project managers to formulate and prepare Grant funding applications and proposals for Federal, State, and Nontraditional financial assistance. The Federal and Grants Administrator will coordinate with Capital Project Managers to obtain the initial information and documentation for the National Environmental Policy Act. The Federal and Grants Administrator will assist the FTA and Grants Manager with preparing correspondences for the environmental review process and will work interactively with the FTA and Grants Manager and grantor agency staff to secure required approvals and facilitate follow-up actions to obtain grant award for capital projects. The Federal and Grants Administrator will assist with the monitoring and tracking of Grantor inquiries and requests for project information and assist FTA and Grants Manager with responding in a timely manner. The Federal and Grants Administrator will assist with the development of FTA milestone progress reports and federal financial reports. The Federal and Grants Administrator will also assist The FTA and Grants Manager and Capital Project Managers with researching and identifying innovative funding opportunities for the implementation of capital projects. The Perform other duties as assigned.

This is an entry level professional capable of carrying out assignments with guidance and instructions from the FTA and Grants Manager. This is a single position and not part of a promotional series.

Supervision Received

Performs work with review and approval from FTA and Grants Manager.

Essential Duties & Responsibilities ( These are typical responsibilities for this position and should not be construed as exclusive or all inclusive; may perform other duties as assigned.)

  • In coordination with Capital Project Managers gathers information needed to draft Federal Transit Administration (FTA) grant applications to input in the FTA's Transit Award Management System (TrAMS).
  • Researches, analyzes and communicates existing and proposed Federal/State grant program policies, regulations and requirements to FTA and Grants Manager.
  • Obtain required information from Capital Project Managers to draft initial documents for submittal to grantor agency for environmental review and approval.
  • Develop and oversee Grant Status Report to assist with monitoring and tracking of Grantor inquiries and requests for project information.
  • Prepares required Milestone Reports on project progression and fiscal spending and inputs information in the FTA Transit Award Management System (TrAMS) and other Grantor Agency's grant systems.
  • Assist with preparation for Federal, State, and other Grantor Agency Audits, including Financial Management Oversight, Procurement System Reviews, Triennial Reviews and Site Visits.
  • Assist with updating Grant Management Procedures for Capital Projects with FTA assistance.
  • Coordinates, formulates and prepares effective grant/funding applications/proposals for Federal, State and Nontraditional financial assistance.
  • Identifies, researches and recommends new potential sources of grant assistance for capital projects.
  • Performs other related duties assigned.

Decision Making

Follows verbal and written instructions and uses capital projects grant management procedures and the City of Atlanta's Grants Administrative Guide Policies and Procedures to accomplish tasks.

  • Ability to interact and communicate with Project Managers, Federal, State, and other Grantor agency staff in person and in telephone conversation
  • Ability to create grant status and monitoring reports and effectively communicate and present information to Grants Program Manager
  • Ability to draft grant proposals and applications for financial assistance in high paced environment
