Job description

Under broad supervision, the Fiscal Manager performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision-making. This role is pivotal in overseeing the section's financial operations, managing budgets, analyzing financial data, preparing financial reports, and providing strategic financial guidance to senior management. The Fiscal Manager ensures efficient and effective operations by identifying trends, discrepancies, and variances.

Key Responsibilities:

Budget Monitoring and Expenditure Control: Monitors the budget to identify variances, surpluses, or deficits, and implements solutions to maintain expenditure controls. Conducts Month End Close by reviewing monthly expense reports, drafts and/or reviews budget narratives for accuracy and compliance, and drafts and submits corrective actions as needed.

Report Preparation and Generation: Generates, reviews, and posts monthly expense reports, provides executive summaries of these reports, and updates and distributes the organizational manual.

Fiscal Expertise: Conducts budget reconciliation meetings with each program, documents meeting findings and action items, and trains staff on the development and management of budgets. Provides training and technical assistance to non-fiscal program staff to enhance their understanding of financial processes and procedures

Financial Transaction Processing and Reconciliation: Reviews and processes Grant-In-Aid Allocations, and reviews and acts on Concur travel requests.

Revenue Invoice Management: Prepares and submits documentation for reimbursement of costs from revenue sources, and identifies and addresses outstanding invoices and encumbrances.

Qualifications:

Bachelor's degree in accounting, finance, or public/business administration from an accredited college or university. Three (3) years of professional job-related experience in accounting, budgeting, or general management, which includes two (2) years in a managerial or supervisory role. Alternatively, two (2) years of experience at the lower level Budget Analyst Spv (FIP013) or equivalent position.

Preferred Skills:

Experience working with state, federal, and other fund sources. Familiarity with the workings of state government and the TeamWork Financials Platform. Strong analytical and problem-solving abilities. Excellent communication and interpersonal skills. Proficiency in financial software and tools. Ability to work independently and as part of a team. Strong leadership and managerial skills.
