Job description

Overview DecisionPoint is seeking a Public Health Exercise Evaluator to join our team in Atlanta as part of the CDC's Office of Readiness and Response (ORR). The ORR's Plans, Exercises, and Evaluation Branch (PXE) is driving a series of Training & Exercise Programs (TEPs) that will refine and support CDC's ability to respond to scenario-specific threats/hazards. Current efforts are focused on continuing a nuclear/radiological TEP while ORR guidance provides for follow on TEP efforts targeting pandemic, chemical, biological, and cyber incidents. This project is intended to develop the TEP for CDC personnel who will either serve in CDC's Incident Management System (IMS) structure or who will deploy during a public health response. This position is on a hybrid telecommute model with onsite location in Atlanta, GA. Duties & Responsibilities The Public Health Exercise Evaluator is a member of the Exercise Team supporting the Evaluation Team and has demonstrated applied experience in exercise evaluation planning, coordination, and execution for discussion-based and operations-based exercises as well as contributions to the development of after-action reports (AARs), improvement plans (IP), continuous improvement program (CIP). Knowledge of and experience applying Homeland Security Exercise and Evaluation Program (HSEEP) guidelines in public health or emergency management programs. Strong experience in planning and developing preparedness exercises and assisting in the revision of operational plans, policies, and procedures. Strong familiarity with the mission areas, core capabilities, plans, policies, and procedures to be examined during the exercise. Assist with planning and development of the exercise evaluation plan, evaluation tools (e.g. Exercise Evaluation Guides), documentation, and reporting. Familiarity with qualitative and quantitative data collection and analysis methods/tools and reporting that follow data standard and quality practices of the organization. Knowledge of techniques to identify, consider, and resolve issues or problems, as they arise Strong written and oral skills in communication that integrates plain language principles when developing and disseminating information to diverse audiences, including senior leadership, about exercise planning, execution, and evaluation. Knowledge of public health program activities . Specific Essential Tasks DPC's customer agency, CDC, maintains a robust Training and Exercise Program (TEP). This level of support requires advanced knowledge,skills, and abilities in exercise evaluation planning and execution, both long- and short-term. Required essential tasks and responsibilities include, but are not limited to: Serve as member of National Level Exercise planning/support TEP team. Role may require periodic overnight out-of-town travel during Period of Performance Serve as MS Teams Exercise Team document repository manager Serve as standing member on TEP Planning Groups, (i.e., Small Group Meeting (SGM), Exercise Control Group (ECG), and Trusted Agent Meetings (TAM). Serve as DP Lead to onboard any surge contract staff by coordinating government equipment, badging, and access to systems and platforms. Provide training to staff, as necessary, to ensure smooth transition and knowledge uptake. Recruit and train with Observer/Control briefings and trainings Coordinate logistics for pre-exercise briefing Maintain and update all applicable TEP-specific exercise documents including, but not limited to: Plan of Action and Milestones Spreadsheet (POAM) Planning meeting minutes and slide decks/recordings Participant Feedback Forms Advanced operational skills in CDC room reservations, Outlook scheduling, hosting partners and guests, support facilitation of CDC visitors and producing meetings on Zoom and Microsoft Team virtual meeting platforms Prepare and distribute the Monthly Report of Contractor Activities representing DPC and GAP staff In addition to exercise evaluation planning and execution responsibilities, the Public Health Exercise Evaluator may be assigned to support CDC's Incident Management System (IMS) Planning Section as Documentation Desk Lead during real-world public health responses. Responsibilities in this role include, but are not limited to: Assuming a rotating schedule monitoring the response, functional mailbox, and preparing replies to partners as appropriate Providing input for development of Incident Action Plan (IAP) Producing according to defined schedule, procedures, and guidance the response Situation Report (SITREP) Qualifications Ability to obtain and maintain a Public Trust. Bachelor's degree with a minimum of f ive (5) years of demonstrated experience in a related field Advanced working knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP) Advanced experience with MS Office suite, including but not limited to Microsoft Teams, MS Word, EXCEL, PowerPoint, PowerBI, and Outlook Strong experience working in a virtual and collaborative environment (MS Teams or equivalent) Ability to interact, communicate, and influence senior management Strong abilities to prioritized based on leadership guidance Excellent organization, presentation, teambuilding, and leadership skills Ability to successfully collaborate across teams within the branch and the agency.
