Job description
Duties As an IT Specialist (SYS ADMIN), GS-2210-11, you will: Provides remote and on-site field technical support services, such as software baseline installation, configuration, planning, installing, testing, operating, troubleshooting, and maintaining enterprise hardware and software, to the organizations fixed and tactical Military Intelligence (MI) systems, Army intelligence networks, and partner nation coalition networks. Provides advice and guidance on implementing automation in support of intelligence production. Facilitates user and administrator access to Army Intelligence networks and tactical MI systems. Maintains all necessary administrator and user accounts, clearance, privileges, and training to perform maintenance on Army Military Intelligence systems; including, but not limited to, the below or equivalent Top Secret/SCI with read on Counterintelligence scope polygraph NSA privileged access. Coordinates the receipt of periodic system security and software updates to subordinate units. Tracks organization and subordinate unit MI systems and networks type, version, accreditation, information assurance (IA) compliance, and mission capable statuses. Coordinates lifecycle replacement, warranty replacement, and sustainment level support and funding to organization and subordinate MI systems and networks. Responsible for developing and establishing policies and procedures to manage the organization's MI Systems maintenance program in accordance with applicable regulation, policy, and law. Provide oversight of MI systems maintenance locations within the organization. Manages the MI maintenance programs and use of MI equipment within designated facilities throughout the organization. Provides guidance, instruction, and maintenance briefings to subordinate units, senior leaders and other staff regarding maintenance policies and procedures in all areas relating to MI systems and maintenance programs. Coordinates MI system support events and personnel as needed for organization and subordinate unit system maintenance. Utilizes multiple automated systems to generate reports to account for and report on organization and subordinate unit MI system maintainer/integrators, and applicable MOS's for training, clearance, certification, user, and administrator account requirements. Executes established processes to coordinate with appropriate offices on the correction of identified deficiencies. Coordinates with appropriate intelligence organizations and units for applicable system and user specific training. Facilitates with various organizations for access to mandatory and/or regulatory training, and certifications. Provides guidance and advice to the Senior Intelligence Officer (SIO) for career management of MI system maintainer/integrators. Coordinates and tracks MI system fielding, training, and modernization initiatives. Coordinates subordinate unit equipment fielding priority with ARNG, State Force Integration Readiness Officer (FIRO), and State Property Book Officer (PBO). Ensures subordinate units enter major training events and mobilizations with latest available software and technologies. Coordinates with State FIRO and PBO for New Equipment Fielding (NEF), New Equipment Training (NET), technology insertions, and technology refreshes for subordinate unit MI systems. Perform other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to obtain and maintain a top secret security clearance. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position conducts Information Assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification; these requirements are outlined in DoD Instruction 8570.01-M. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. Required to obtain Global Combat Support System - Army (GCSS-A) Maintenance Supervisor access within 24 months of hire. Required to attend the ARNG Security Manager Course within 12 months of hire. Required to obtain the Security Fundamentals Professional Certification (SFPC) within 24 months of hire. MOS: 35T preferred, 17 Series considered General Experience: Candidate must possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Specialized Experience: Candidate must possess at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Education Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
