Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties You will serve as the installation representative for managing intergovernmental and interagency issues regarding encroachment and land use planning. You will lead the installation Encroachment Coordination Team/Working Group(s) as established by the Commanding Officer and any associated guidance/instruction. You will promote encroachment partnering opportunities with various government and non-government organizations. You will coordinate with installation operations, public affairs, legal staff, local tenant commands and other Navy mission stakeholders You will support installation outreach to community organizations and adjacent neighborhood groups. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to obtain and maintain a current valid United States driver's license. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying land use planning and community liaison principles, concepts, and methodology to recommend and develop solutions for unique land use and encroachment problems in various fields (e.g. real estates, housing, engineering, legal concepts, noise attenuation, etc.); 2) Developing innovative solutions to unique land use and encroachment problems and providing expert advice and recommendations on these solutions to military and community leaders; 3) Evaluating and engaging on local initiatives, community general development and land use plans, and private development projects that potentially impact an agency's mission; and 4) Translating organizational requirements and objectives into strategic planning principles to create a long-term plan on community development. Additional information This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. A 40-hour work week is typical for this position. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. American Institute of Certified Planners (AICP) certification is desirable. Professional experience in land-use planning is desirable. Military operational background and experience is desirable.
