Job description
Duties Receives cargo/passenger load briefing and reviews load plan and cargo documentation. Accomplishes load planning of cargo/passenger loads if required. Accomplishes pre-flight inspection of the aircraft and cargo/airdrop systems according to flight manual procedures. Controls cargo/passenger loading and off-loading operations. Operates the aircraft winch to on/offload cargo. Ensures cargo/passengers are placed according to load plans. Determines cargo restrains requirements according to criteria and directs and checks the application of cargo restraint equipment. Ensures availability of fleet service equipment and passenger comfort items. Demonstrates the use of passenger emergency oxygen systems and life vests. Accomplishes in-flight checks according to flight manual procedures. Completes required aircraft forms documentation and border clearance requirements. Airdrop qualified Loadmasters only: Conducts cargo and personnel airdrops according to directives. Attaches extraction parachutes to cargo and platforms. Inspects cargo and platforms, extraction systems and connects static lines. Checks tie-downs, parachutes, containers, suspension systems, and extraction systems to ensure proper cargo extraction or release. Operates aircraft airdrop systems and monitors cargo and paratroopers exiting the aircraft. The employee is subject to random drug testing Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays The incumbent may be required to work overtime to meet workload demands Employee must maintain current certifications This is a developmental GS-2185-08, Aircraft Loadmaster position which is targeted the full performance level, GS-2185-09, Aircraft Loadmaster Instructor) AFSC: 1A172N Qualifications Applicants will be rated in accordance with the FPM 930-71 Recruitment of Air Reserve Technicians through -SUPPLEMENTAL QUALIFICATION POLICY, DATED 6-OCT-2017. No specific length of experience is required. The qualifications of AIRCRAFT LOADMASTER in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of AIRCRAFT LOADMASTER. Applicants must have been qualified as AIRCRAFT LOADMASTER within 8 YEARS of the date of application. Applicants for instructor or examiner positions must be within the past 8 YEARS instructor or examiner qualified in the specific type of aircraft. Flying Hour Requirements AIRCRAFT LOADMASTER GS-2185-08: Must have been awarded or qualify for a CEA AFSC and hold a valid aviation service aeronautical order. Must be currently qualified as Instructor in MDS and have a minimum of 300 Total Military Flight Time. Flying Hour Requirements AIRCRAFT LOADMASTER GS-2185-09: Must have been awarded or qualify for a CEA AFSC and hold a valid aviation service aeronautical order. Must be currently qualified as Instructor in MDS and have a minimum of 200 Total Military Flight Time (AvFID and/or C-146). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of systems and equipment associated with the cargo function, including operation of doors, loading ramps, cargo winches, restraint rail systems, and assigned passenger/cargo compartment systems, such as oxygen, lighting, interphone, auxiliary power unit, crew or passenger required items, and emergency procedures, evacuation routes and use of survival equipment. Knowledge of aircraft capacity and limitations, including floor load restrictions, shoring and restraint requirements, and use of load charts and graphs, as applied in consideration of weight and balance factors during preparation of loading plans to provide the optimum center of gravity throughout the flight. Knowledge of procedures for preparing cargo for loading, palletized cargo, vehicle preparation, handling and placement of hazardous cargo, and preparing containers and pallets for airdrop, configuring for personnel airdrops Skill to direct crews in loading according to weight and balance factors, cargo destination, emergency jettison plans, and use of rigging extraction systems for aerial delivery mission. Skill to perform preflight checks and inspections. Ability to communicate orally and in writing to prepare lessons, documents and reports, present training/instruction, and brief passengers and crews. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in UTAs. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. The position requires the incumbent to obtain and retain a Secret security clearance designated for the position. This is a testing designated position. The employee is subject to random drug testing. Positions covered by this SPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 90-508). Drug Test requirement was modified with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28 August 2014; Certified Current 18 December 2015 which supersedes AFI 44-107, 7 April 2010. As prescribed by regulation, may be required to carry and utilize a concealed weapon while performing aircrew-related duties. May be required to perform duties of sky marshal. Required to maintain proficiency in the use of firearms. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. The incumbent may be required to work overtime to meet workload demands. Performs other duties as assigned. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
