Job description

Duties Establishes overall maintenance program for production, supplies, and equipment. Collects, analyzes, interprets, and/or develops specialized information systems and components. Reads, prepares, and revises technical orders. Provides assistances and/or advisory services to those who design, test, produce, produce, supply, operate, repair, and/or dispose of systems and components. Provides expert systems/equipment advice and recommendations to senior leaders and maintenance technicians. Manages, advises, assists, and/or coordinates systems, components, and equipment maintenance/repair programs, strategies, and/or operations in accordance with regulatory policy, processes, and guidance. Manages, advises, and/or assists in the planning, scheduling, execution, control and/or resourcing of the production process in maintenance activities. Manages, advises, and/or assists in the disposal of unusable, excess, and/or obsolete systems and components. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Equipment Services Series 1670 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) Working as a skilled maintenance worker, service operator, or designer in a technical group dealing with manufacturing, utilization, repair, or operation of equipment. (2) Reviewing and applying technical specifications and requirements to include engineering data, configuration management, schematic diagrams, operational instructions, illustrated parts breakdown manuals, etc. (3) Analyzing equipment and forecasting maintenance requirements and preventative failure schedules. (4) Reading and interpreting engineering and maintenance change orders, equipment requisitions, shop orders, and work orders. (5) Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows: You must have successfully completed a Ph.D. or equivalent doctoral degree. NOTE: You must submit a copy of official transcripts. OR You must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. NOTE: You must submit a copy of official transcripts. OR You must have successfully completed an LL.M. degree that is related to the position being filled. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: You must have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience must equal one hundred percent. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. NOTE: Current Federal Civilian employees (Including Air Force), if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of design and manufacturing of a family of electronic equipment, parts, assemblies, components and subsystems and composite weapon systems to includes knowledge of their characteristics, properties and uses. 2. Knowledge of policies and procedures for maintaining equipment, ability to review, analyze, and evaluate equipment specialist programs and knowledge of applicable customer services standards. 3. Knowledge of sources, responsibilities, and means to provide timely assistance and economical solutions for technical problems. 4. Knowledge of structure, content, codes, internal and external interfaces, update procedures and uses of automated supply systems and databases and automated databases for equipment specialist determination. 5. Skill to enhance maintenance effectiveness and efficiency to ensure that modifications or new equipment will satisfactorily interface with existing equipment and skill in using information systems and software for research to review, interpret, analyze, evaluate, and write technical data. 6. Ability to plan, organize, and reprioritize work to meet changing deadlines and ability to advise others with oral and written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
